PURPOSE Health Science pipeline programs
Prepare students to transition into healthcare occupations and postsecondary education

Scope of the Project Pathway must lead to a postsecondary health science related associate degree, certification and licensure and/or a bachelor’s degree or employment options in healthcare.

Scope of the Project Funding for one year : Establishment grant
Enhancement grant Programs selected must provide a planned sequence of study, competencies, and courses within the Health Science Pathway Program beginning in grade seven extending through grade 14.

Write new curriculum Align current curriculum with California’s CTE standards and health science content Develop and implement articulation agreements or dual credit options with post-secondary partners Professional development student leadership opportunities through California Health Occupations Students of America (Cal-HOSA) Work-based learning activities

Enhancement Grants Expand/Improve Current Pathway
Funds are not intended to be used to maintain an already existing pathway Write additional new advanced curriculum Align curriculum to California’s CTE and academic standards Align curriculum competencies (with industry competencies)

Required Activities Health Science Educators’ Institute with a full compliment of team Provide an overview of the pathway and a validated effective practice document Participate in a CDE directed evaluation as well as the Governor’s CTE Initiative evaluation Provide professional development for team members

Participate in the ongoing regional articulation projects as developed in the Statewide Career Pathways: Web site at Articulate and/or implement dual credit options with postsecondary education programs Attend grant training Participate in two teleconferences Provide Work-based learning activities

Additional Information
Curriculum and other products developed must be submitted to the CDE Applicants must demonstrate appropriate career exploration, leadership skills, and workplace learning opportunities in healthcare related to the specific pathway

California Education Code sections 33430-33432:
(a) This article establishes the Health Science and Medical Technology Project, administered by the State Department of Education to provide competitive grant funds to California public schools offering grades 7 to 12, inclusive, to enhance existing or establish new health- related career pathway programs……

(b) Funding provided for the purposes of this article shall be used for any of the following purposes: standards-based curriculum development, development of a sequence of courses in selected pathways, program articulation in grades 7 to 14, inclusive, material and equipment, student support, work-based learning experiences, and professional development.

Use of Funds A .20% FTE has been allowed for project coordination – no other salary exceptions No other coordination salaries are allowable – such as Cal-HOSA advisors, middle school JUMP advisors, work based learning advisors, evaluation and data collection personnel, community liaisons, nor other district or site personnel

Curriculum and Articulation
Stipends for integrated CTE standards- based curriculum development, development of a sequence of courses, and program articulation in grades 7 to 14 are not extra duty pay based on a monthly formula.

Stipends are for product development, not meetings in which products are not evident. Pathway coordination activities should be accomplished through the pathway coordinator as supported by the grant Stipends are paid on product-based activities as indicated in legislation

Curriculum developed will be submitted to CDE for web site, Stipends must be at the approved and usual site rate Total stipends for an individual are limited to $4, per person Substitute pay is allowable for pathway activities

Material and Equipment
Equipment and textbook purchases should be for new pathway start up or enhancement of an existing pathway. This grant clearly does not allow supplanting Supplemental books and resources not found in other classrooms as appropriate to the pathways are great and allowable

Cal-HOSA is integrated into existing curriculum and may require minimal material purchases Cal-HOSA does not have curriculum but some supplemental learning materials are available

Student Support/Work-based Learning
Transportation for all students in pathway bus – no individual tickets for travel Cal-HOSA jackets, scrubs, other classroom or required workplace learning equipment See for additional student options

Professional Development
Conferences and workshops must be directly related to CTE pathway Professional development must be available to grades 7-14 pathway team

Evaluation and Data Collection
Data collection plan will require a three- fold method: 1) The use of a teacher self-reported accountability pathway assessment 2) Surveys and interviews with selected students 3) Student school records

Students served in the pathway or number of pathway students served Student grade point average Student attendance Student completion/graduation rates Student work-based learning placements Number of work-based learning hours completed by each student

Mid-year Reporting Requirements
Due – 11/30/2010 Includes: Budget of Mid-Year Financial Expenditures/Narrative to Date with Official Signatures Workplan with progress to date

Reports not received by due date will not be processed and payments not submitted until the middle of January Reports not received by December 31, 2010 will forfeit ALL additional funding; grant will be closed; the first 50% payment will be billed back to the district

Final Reporting Requirements
Final Year End Report Grant Ends – 5/31/2011 Due – 6/30/2011 Final Report Includes: Final written report with concrete data (increase in API, pass rate on CAHSEE, attendance, college-going rates, etc.)

Grant Review Status and Approval
All work plans and budgets have been reviewed and revisions requested Most work plans and budget revisions have been re-submitted Additional revisions have been requested from some grantees

Current Status Work plans and budgets should be reviewed by pathway team to determine appropriate activities and budget expenditures based on grant review details Evaluation of work plan and grant payments will be based on grant and budget requirements and criteria provided in RFA, memos and coordinators' meeting.
