EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY
2
Introduction Waste management and disposal is a responsibility for the present generation benefiting from the nuclear electricity Absence of agreed approach for disposal impediment to future use of nuclear energy Waste management national responsibility but much can be gained from international collaboration Waste management priority in FP6 (funding increased by 50 % since FP5) Other priorities in Euratom: Fusion energy, radiation protection, and other activities, eg reactor safety, innovative systems and education and training.

EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY In march 2000 Lisbon Summit and in Barcelona Summit in 2002 Endorsement of the European Research Area European Research Area: Aims at closer development of research policies in Europe and closer networking of research capacities, to reduce fragmentation of research in Europe Agreement on a new strategic goal for the Union Europe to become the most competitive and dynamic knowledge-based economy in the world by 2010 to approach 3% of GDP by 2010, with 2/3 from industry. Main challenge is to make R&D investment in Europe more attractive to business A collective effort: coherent mobilisation of a wide range of policies at EU, national and regional level Major structural changes in the European economy: shift towards more research intensive and high-growth industries and considerable increase of the innovation capacity

EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY European Research Area The organisation of research in the nuclear sector How is the situation in the nuclear sector? FP6 aims at closer integration of research through integrated projects and networks of excellence Larger and better coordinated projects ~60 projects for 60 M€ in FP5 10 - 15 projects for 90 M€ in FP6 Outsourcing and integrating
5
EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY New instruments in FP6 Integrated projects designed to achieve ambitious clearly defined objectives by integrating critical mass of resources and activities. Networks of excellence designed to achieve a close and durable integration of the involved research organisations in order to tackle fragmentation. Integrated infrastructure initiatives designed to ensure provision of infrastructure services to the research community (Similar to Networks of Excellence)

EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY Waste management research in FP5 Radioactive waste management research supported by Euratom since1975 Now concentrated on high-level and long-lived waste (incl spent nuclear fuel) Geological disposal research: – show that the disposal system can protect man and the environment – technical issues, eg excavation and operation – Underground Research Laboratories important Partitioning and transmutation – Evaluate the practicability on an industrial scale of P&T for reducing the amount of long-lived radionuclides to be disposed of

EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY EURATOM FP6 - Geological Disposal Projects 5th EURATOM FP (1998-2002) Basic understanding of processes of the disposal system {19 projects; ~12 M€} Tools + Methodologies for PA/SA {6 projects; ~ 4 M€ } Geological Disposal {43 projects; 29 M€} Demonstration of repository technology {16 projects; ~12 M€} Public attitudes + involvement {2 projects; ~1 M€}

EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY Waste management research in FP6 Increased funding by 50 % from FP5 Strives for even stronger collaboration First deadline in 2003 very encouraging – 3 IP and 1 NoE averaging 7 M€ in Community funding – 2 STREP Second deadline in April Expressions of interest for 2005
11
EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY Future research programmes Commission proposes strong increase in R&D funding for 2007 - 2013 Five axes for the future: – Basic research support – Strengthening research capacities - Infrastructures and human resources – Public/private partnerships - technological platforms – Collaborative research - Networks of excellence and Integrated projects – Co-ordination of national and regional research programmes and policies
12
EURATOM RESEARCH AND TRAINING ON NUCLEAR ENERGY Conclusions The public will only be convinced when real repositories are in operation Close collaboration on R&D highly beneficial Commission will support increased collaboration, but the partners must decide on the best way Time to think about FP7
