Main challenge is to make R&D investment in Europe more attractive to business A collective effort: coherent mobilisation of a wide range of policies at EU, national and regional level Major structural changes in the European economy: shift towards more research intensive and high-growth industries and considerable increase of the innovation capacity

Networks of excellence designed to achieve a close and durable integration of the involved research organisations in order to tackle fragmentation. Integrated infrastructure initiatives designed to ensure provision of infrastructure services to the research community (Similar to Networks of Excellence)
