6º PM: THE NEW INSTRUMENT IN THE WASTE DISPOSAL PROGRAM ERA (EURATOM) R&D ON RADIOACTIVE WASTE DISPOSAL HAS A DUAL NATURE: SOLVING AND COMPETITIVE NUCLEAR DEBATE Sustainability and competitiveness of nuclear Energy Problem to be solved regardless the future of the nuclear Energy NATIONAL PROGRAMS (Policy, Timing, Funding,...) ERA OBJECTIVES Competitiveness) EU DIRECTIVES (Resolution of the waste problem) AGENCIES REGULATORY BODIES POLICY MARKERS BOUNDARY CONDITIONS Implement the policy Demonstration the safety to in Regulatory Bodies Evaluate and authorise the implementation solutions Orient the organization structure and the National programs ACTORS & ROLES IP NoE Support objective driven research for implementation priority areas Key instrument for regulators/Implementors Develop by Scientific community The Scientific communities are the main depositories of the knowledge but their roles are different in IP and NoE Addresses the fragmentation of European Research Instrument amenable for Research instrumentation Develop by Scientific Community IP and NoE are complementary instruments and the critical and Key issue is the coordination

6º PM: THE NEW INSTRUMENT IN THE WASTE DISPOSAL PROGRAM IP/NoE COORDINATION IN THE COORDINATION PROCESS IS A VERY IMPORTANT THE DEFINITION OF THE ACTORS RELATED WITH THE OVERALL AND FINAL OBJECTIVES (To implement joint and safe solution for radioactive waste) POLICY AND ACTORS INVOLVED SCIENTIFIC AND TECHNOLOGICAL CONTENT The EC is responsible for the coordination. Regulatory body and Agencies should be involved. Advising to the EU in the R&D priorities With Active participation in EU program management and knowledge management producted by the program A clear definition, from the beginning of the research and technological priorities in the program is a key issues in the coordination A clear definition from the beginning of the capabilities needed for improving the program A clear definition of the “Strategic” knowledge management of the R&D product (The objective will be complete the National Program. All European country member will reach the scientific and technology level for resolving the waste problem according the National/EU requirement)

6º PM: THE NEW INSTRUMENT IN THE WASTE DISPOSAL PROGRAM CONCLUSION The Coordination of the IP and NoE is the key issue for improving the adequacy and effectiveness This coordination shall be consisting: The National Program (Specific strategically approach timing, resources, ….) The ERA/EURATOM objectives The UE Directives The UE/National Capabilities Strategy Issue Actors involved, role and structure Stability of the program for, at least, the next 10 years Operational Adequacy of funding (amount and distribution criteria) European knowledge management Management Issue & Defined scientific content (IP/NoE defined program)
