EPICS Phase 1 - CACFP Definitions: EPICS - Enterprise Provider Information and Constituent Services An enterprise web-based system to support all of CYFD and its clients EPICS Phase I will focus on building CACFP CACFP - Child and Adult Care Food Program A service delivery system which reimburses child care providers for food/meals servers to children and adults in care 3

Project Charter CYFD will build a web based solution that will Replace current MS Access CACFP solution Project is sponsored and supported by CYFD Executive Management Early Childhood Services Information Technology 4

Project Objectives Improve Child Safety Ensure Provider Background Checks are completed before services are rendered Increase Fraud Prevention Prevent duplicate/inappropriate participation Monitor child participation Improve Payment Processing Interface with Share Streamline payment process Enable online provider billing 5

Project Benefits Comply with Governor’s Performance Initiatives Improve access and quality of child care Help assure the health and safety of children in child care Combat hunger and improve nutrition Online submission of menus will reduce paperwork and increase provider participation in CACFP Enforce “zero tolerance” of abuse, neglect or exploitation Providers with a criminal conviction and/or child abuse history will not be approved as child care providers and therefore cannot mistakenly be allowed to become a child care provider Creating a more E-fficient New Mexico Development of EPCIS and elimination of silo information systems into one common platform and infrastructure Expand and promote Online State Services Open the doors for CYFD to provide secure online functionality to support and protect the children, youth and families of New Mexico 6

Project Benefits DoIT Information Technology Strategic Plan Consolidate Enterprise Information Technology Services to Mitigate and Eliminate Duplication Consolidation of CYFD disparate systems into one consolidated system eliminates duplication and reduces cost Improve Delivery of Services to the Citizens of New Mexico A web based platform will open the doors for CYFD to provide online functionality to support the children, youth and families of New Mexico 7

Project Benefits CYFD Agency Goals Improve the quality of child care services statewide A web based system with the background check system as the entry point into the CYFD provider and client services will help assure the health and safety of children in child care Increase the number of children accessing CACFP in child care homes statewide A more efficient service delivery and streamlined business process will increase the number of child care providers who participate in CACFP Data-Driven Practices and Outcomes Improved data sharing between management and stakeholders 8

Project Risks Completion of Deliverables within Time Period All project activities will be carefully managed by both technical and program project managers Clear definition of project scope and prioritization of requirements by project managers All issues will be addressed immediately to minimize impact to project schedule Funding for Project may not be Received Timely CYFD will work closely with their federal partners to ensure project funds are made available to ITS in a timely manner 9
