Secure Area Ref: 33 CFR 101. 105 Definitions
Secure Area: The area on board a vessel or at a facility or OCS facility over which the owner/operator has implemented security measures for access control IAW a Coast Guard approved security plan. It does not include passenger access areas, employee access areas, or public access areas as defined in 33 CFR Parts , 107, and respectively Public Access Area: a defined space within a facility that is open to all persons and provides pedestrian access through the facility from public thoroughfares to the vessel. Any facility serving ferries or passenger vessels certificated to carry more than 150 passengers, other than cruise ships, may designate an area in the facility as a public access area. Public access areas should already be designated in FSP as it is not a new addition to 33 CFR Subchapter H.

Secure Area In other words, the secure area would be anything inside the outer-most access control point of a facility, and it would encompass the entirety of a vessel or OCS facility (Ref: Federal Register/Vol. 72, No 16 p.3498)

Secure Area ●Abandoned option of making only restricted areas secure areas. ●Equating the restricted area to the secure area would have required that the readers and biometric verification be used at the entry points of each restricted area (Ref: Federal Register/Vol. 72, No 16 p.3498) Restricted Access Area: The infrastructure of locations identified in an area, vessel, or facility security assessment or by the operator that require limited access and a higher degree of protection. (1) Shore areas immediately adjacent to each vessel moored at the facility (2) Areas containing SSI, including cargo documentation (3) Areas containing security & surveillance equipment and their controls, and lighting system controls (4) Areas containing critical infrastructure: Water supplies Telecommunications Electrical System Access points for Ventilation & AC (5) Manufacturing or Processing Areas and control rooms (6) Areas designated for loading, unloading or storage of cargo and stores (7) Areas containing cargo consisting of dangerous goods or hazardous substances, including CDCs

Secure Area Some facilities/vessels have multiple restricted areas not always contiguous and therefore more readers would have been needed resulting in cost increases. Process of repeated biometric identification could have interfered with the operations of facilities/vessels. Some areas within the facility that are not required to be restricted areas should be deemed secures areas, such as truck staging areas, empty container storage areas, and roads leading between the facility gates and the pier.

Secure Area ●Defining the secure area beyond the restricted areas makes the event of an intentional TSI less likely (Significant loss of life, environmental damage, transportation system disruption, or economic disruption in a particular area)

Secure Area ● Decision made to define the secure area as the access control area thus limiting the number of readers required, as well as the number of times biometric verification would need to take place, and providing for the necessary level of security outside of restricted areas.

Secure Area ● Facility owners/operators have the discretion to designate their entire facility as a restricted area. In this situation, the restricted area and secure area would be one and the same.

Secure Area Recognize that facilities may have areas within their access control that are not related to maritime transportation, such as areas devoted to manufacturing or refining operations, and were only included within the FSP because the owner/operator did not want to install additional access control measures to separate the non-maritime transportation related portions of their facility from the maritime transportation related portions (Ref: Federal Register/Vol. 72, No 16 p.3498)

Secure Area Option for facility owners/operators to redefine their secure area, to include only those portions of their facility that are directly connected to maritime transportation or are at risk of being involved in a transportation security incident
