13. Governor, who is the head of provincial administration, is the representative of the government and the representative of each ministry. Governor is appointed by the recommendation of Ministry of Interior, by Cabinet Decision and by approval of President A head of Executive branch of Kocaeli Province is the governor. 14. In the case of a Province emergency, such as blizzard, flood, earthquake, it is the governors task to direct all of Kocaelis state agencies. Each year, it is the Governors task to plan, prepare and implement Kocaeli province operating budget. This operating budget is the Governors request for the money the governor feels that it is necessary to run the states departments, commissions, agencies, and services for the coming year. This budget is given by state which governs provinces from Ankara capital city of Turkey

15. The constitution also stipulates that the central administration oversee elected local councils in order to ensure the effective provision of local services and to safeguard the public interest. The minister of interior is empowered to remove from office local administrators who are being investigated or prosecuted for offenses related to their duties.

Presentation of the organization Kocaeli EU Projects Coordination Center was founded in 2004 under responsibility of Governorship of Kocaeli in order to accelerate Turkeys accession and enable Kocaeli fully to get benefit from EU education programs. The organization consists of 10 staff working and there are special staff working for the EU Projects of which the number is eight.

We have four goals 1-Provide independent, experienced with opportunities for full time project-based work through a no hassle, personal and pr0fessional process. 2-Provide beneficiaries with the broadest selection of appropriate resources for their specific projects, and use the best of these resources to complete the projects in an efficient, personalized, and cost effective manner

19. 3-The overall objectives of Project coordination centre are to enhance the quality and reinforce the European dimension of education, in particular by encouraging transnational cooperation between institution, contributing to the improved Professional development of staff directly involved in education sector, and promoting the learning of languages and intercultural awareness. 4- Our aim is to promote the European dimension ad improve the quality of education by encouraging cooperation between the participating countries.

20. -Consultancy for EU projects and programmes Information search, -Monitoring of projects at the location, -Matching of project and programme T-o present the programmes such as LLP, youth and seventh research framework programme(FP7) through seminars, meeting and conferences, -To help the public and private institutions finding project partners, -Providing technical support for the projects in every issue and step, -Providing the coordination between the EU units within the public institutions, municipalities and universities, -To take part in various EU programmes and projects and prepare new and authentic projects.

21. Who we are; We offer a comprehensive support in EU projects from the idea to the successful conversion. We see ourselves as consultants, partners and aids from the first to the last second of project. By accomplishing the projects successfully we want to market the city of kocaeli on a European level.

22. Universities, National Directorate of Education of Kocaeli province, Metropolitan Municipality, NGOs and all the other institutions hold in Kocaeli are under our main scope beside that we are in contact with every kind of institutions which are directly involved in education. Our centre provides consultancy services and information within the frame of Life Long Learning Programs of EU, seventh research framework program (FP7), central finance & contracts unit.
