Contingency Planning & Force Readiness Govt Led PREP Exercise, Salish Sea, June 21-23, 2011 No Responsible Party, and a scenario with International impact. Exercised NWACP and the CAN-US PAC plan with Canada. Identified issues relating to: – JIC/ Liaison/ Outreach – Volunteer Management – Environmental Unit Staffing – Utilization of Vessels of Opportunity (VOO)

F/V T W LEGACY Incident: – Vessel grounded on Decatur Island – Tide refloated vessel away from island and sank – 50 gallons of diesel onboard Impact: – A sheen developed ivo of the vessel for 5 days – OSLTF opened – Safety concerns for dive ops

Barge ST. ELIAS Incident: – Barge aground on Belle Rock – Barge refloated due to incoming tide – 10ft x 10ft hole found, but little impact to vessel stability Impact: – Max fuel capacity is 20,000 gallons, but verified no fuel onboard – 37K lbs of high explosives onboard – Possible multi-day event if vessel didnt refloat

M/V JUSTIN Incident: – Vessel sank alongside a crane barge – Vessel punctured the barge, divers plugged the whole – Large crane barge brought in to raise the vessel Impact: – 300 gallons discharged – Skimming and diving operations conducted – Difficult salvage conditions – Highly visible area, large media interest

F/V WESTERN NOMAD What happened: – Vessel grounded – Crew evacuated off the vessel – OSLTF opened for contractors to pump off vessels fuel – Incoming tide refloated the vessel Significance: – Grounded in the Marine Sanctuary – 200 gal of diesel potential – Difficulties with comms

F/V EASTERN WIND What Happened – Day tank overflowed and discharged into the Hylebos Waterway – No product escaped the boom – Contractors collected all recoverable product Significance – 220.2 gallons of diesel discharged – Transfer procedures not followed – Day tank high level alarm failed – Occurred during the M/V JUSTIN response
