1 AND OTHER ACCESS RESTRICTIONS
RF HAZARD SIGNS AND OTHER ACCESS RESTRICTIONS Access to any areas where RF fields could exceed the MPE limits for the general public must be restricted. 20-99% Over 100%

2 RF Health and Safety Protection Programs
Identification and Control of RF Hazard Areas. 1. Hazard areas must be identified 2. Workers must be Trained.

3 FCC States that sites must have the required signs

4 RF Site Signage 1. Signage can only be installed after a thorough RF assessment has been conducted to determine what areas should be categorized as “Above Controlled limits” or “Above Uncontrolled limits” areas 2. FCC/OSHA and workers will ask for the assessment report

5 Blue “NOTICE” Signs Should be posted at the point of access to the site such as at the site locked entrance gate or near the door to the equipment rooms Under certain circumstances the RF emissions at the site or in the equipment room MAY exceed the uncontrolled/general population exposure limits

6 CONFIDENTIAL R.S.I. CORPORATION
20 to 99% of the Controlled

7 Yellow “CAUTION” Signs
Note: OSHA has stated that the uncontrolled criteria is the action limit for which a written safety program should be implemented 20 to 99% of the Controlled

8 Yellow “CAUTION” Signs
Should be posted in areas where the RF assessment has determined RF emissions exceed the FCC Uncontrolled/General Population exposure limits (OSHA’s ACTION LIMIT) These may include areas such as at the bases of communications towers where if personnel were to climb may find themselves in RF fields that exceed the FCC Uncontrolled limits, but are less than the controlled limits 20 to 99% of the Controlled

9 OVER 100% of the Controlled
CONFIDENTIAL R.S.I. CORPORATION OVER 100% of the Controlled

10 “WARNING” Signs Should be posted in advance of the areas that have been determined to have RF emissions levels that exceed the Controlled/Occupational RF limits § Danger signs shall be colored red, black, and white. (i) There shall be no variation in the type of design of signs posted to warn of specific dangers and radiation hazards. (ii) All employees shall be instructed that danger signs indicate immediate danger and that special precautions are necessary. Over 100%

11 Red “WARNING” Signs Note: Personnel that require access to areas where the RF emissions exceed the controlled limits shall have a higher level of training in how to control their exposure and limit excursions into the field to 6 minutes for 100% controlled limits, 2 minutes for 300% controlled limits, and 1 minute for 600% controlled limits An RF safety plan with training is mandated for these environments

12 “CONTACT CURRENT WARNING ” Signs
Should be placed at any sites with the potential for induced current, i.e. broadcasting sites or industrial facilities with RF heating equipment

13 RF BURN

14 OSHA Standards 1926.550(a)(15)(vii)
Prior to work near transmitter towers where an electrical charge can be induced in the equipment or materials being handled, the transmitter shall be de-energized or tests shall be made to determine if electrical charge is induced….

15 Fencing Requirements 47 C.F.R. § 73.49 – Transmission System
“Antenna towers having radio frequency potential at the base (series fed, detuned, folded unipole, and insulated base antennas,) must be enclosed within Effective locked fences or other enclosures. However, individual tower fences need not be installed if the towers are contained within a protective property Fence”. NOTE: THE FCC IS NOW HANDING OUT LARGE FINES FOR NOT MEETING THIS CFR REQUIREMENT.

16 . Base of Tower with AM Tuning Cables
HOT CABLES NOTE: NO FENCE

17 Both High MPE and RF Current
