Monitoring DHSSPS commissioned programmes DHSSPS engaged NIPEC to quality assure non-NMC regulated programmes commissioned by them Process commenced 2005-2006 with the initial sampling of one programme from each education provider in NI

The range of commissioned activities may include: Single modules or short programmes leading to an academic award Study days Practice Development activities provided by In-service Education Consortia, HEI, HPSS Trusts and others Commissioned Programmes & Activities

Role of NIPEC The commissioners and Trusts require assurances that the quality of education and development activities meets their requirements A Quality Assurance process has been developed for implementation by NIPEC This will focus on the contribution of commissioned education and development activities to enhance patient and client care through improving the knowledge and skill base of the participants

The Quality Assurance Framework Ten underpinning principles The principles are “statements of good practice” which address Programme content and outcomes Partnership working Value for money

Quality Assurance Framework Education providers and Trusts (funded by DHSSPS) will provide assurances that the commissioned programmes / activities comply with the underpinning principles. NIPEC will test a sample of provision each year (agreed with DHSSPS) to determine the extent of compliance

1Evidence of appropriate learning outcomes and an explanation of how these will be evaluated 2 A clear link between the learning outcomes and improvements in patient / client care 3 Clear and appropriate programme documentation 4 A systematic approach to programme design Underpinning Principles

Underpinning Principles cont. 5 Those involved in programme development / delivery have the necessary expertise 6 Evidence of positive partnership working between education & service 7 The programme / activity demonstrates value for money 8 Scope for the involvement of lay & service user perspectives to inform programme development

Underpinning Principles 9.The programme / activity is provided using appropriate delivery methods and is adequately resourced 10. Internal QA processes are robust, involve all stakeholders and demonstrate that the activity has met the required criteria

NIPEC Monitoring Systems NIPEC will monitor education /service compliance with the underpinning principles…using a sampling framework Each provider will submit an annual summary to the DHSSPS at the end of each monitoring year (1 Oct to 30 Sept) to; Demonstrate level of compliance with the principles Identify any issues that have been identified by QA processes Provide an action plan to manage issues arising

Review the annual summary report from each provider Identify annual themes for monitoring Monitor specific areas of provision on a sampling basis In partnership with DHSSPS / NIPEC will

Monitoring activities Review programme / activity documentation Meet with managers Meet with individuals in lead roles Meet with participants / students

…and finally All monitoring activities will be negotiated with provider organisations to agree arrangements NIPEC will provide a monitoring report to each provider at the end of each monitoring cycle; copied to DHSSPS The QA framework will commence with a small sample in 2005-2006 and will be fully implemented from October 2006 onwards
