3. 3 An assignment was given to the Reliability Subcommittee at the October 2013 PCC Steering Committee meeting to develop criteria or procedures where consideration is given for inclusion of non-BES elements as part of the BES. This is in response to Recommendation 17 of the Arizona- Southern California Outages on September 8, 2011. RS has been developing a document which is intended to serve as a guideline to industry and WECC staff for making inclusion decisions. BES Inclusion Guideline

4. 4 The only significant change since the last PCC meeting was a modification to one of the flow guidelines as follows: Where a BES element’s single-contingency outage causes on any non-BES element: o A change in flow of more than 10 percent of the non-BES element’s continuous rating, and o A subsequent flow above 90 percent of the non-BES element’s continuous rating. 5. 5 RS posted the Bulk Electric System (BES) Inclusion Guideline on June 9, 2014. On July 8, 2014, Xcel Energy submitted reasons for not supporting the approval of the BES Inclusion Guideline. RS has developed a response to the comments which was posted on July 14 that we believe address Xcel Energy’s concerns Other comments have been received verbally and can be incorporated in a revision by the October PCC meeting, however, RS recommends approval given that the BES Definition was effective July 1 Motion: Planning Coordination Committee (PCC) approves the BES Inclusion Guideline.
