15 Minute Scheduling Task Force JJ Jamieson Chair 15MINTF August 2, 2011

Overview ● Comprised of MIS / ISAS members ● Discussing the “how” of 15-minute scheduling rather then the “why” ● Purpose - to solicit and compile a solid understanding of how 15-minute scheduling would impact WECC members 2

Survey ● The task force asked for information on how intra-hour scheduling was currently being handled and what it would take to move to 15 minute scheduling ● Safe to say there is not a common approach to either how we are currently dealing with intra- hour scheduling or how we would deal with “imposed” 15 minute scheduling 3

The Survey ● The survey was composed of 10 key areas Bumping of Schedules Duration of Schedules Volume of Transactions Common Timelines Coordinated Checkouts Accounting Transmission Rights Staffing and Automation Reliability Standards and Criteria Ramping 4

Work completed and observations ● The task force has completed the initial survey and performed an analysis of the results ● It appears that the majority of the impact would be realized by the Transmission Providers ● There was agreement on a number of issues such as: bumping need for common ramp rates at points of interchange concerns about intra-hour transmission products etc

Next Steps ● The task force will be circulating a second survey to get a better understanding of the impacts Transmission Providers are anticipating This survey will only be circulated to Transmission Providers ● Questions and comments to: john.jamieson@pgn.com

Next Steps (cont) ● Hope to have Transmission Provider responses back by end of September / early October ● Compile input received and report back to MIS and ISAS
