The main objective of the project
Supporting the structural reform of higher education system in BiH Supporting the development of the BiH Qualifications Framework for Higher Education The project shall provide models for full formal implementation of the BHQFHE at institutional levels Based on all criteria and procedures of the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the European Qualifications for European Qualifications Framework Area (QF-EHEA). Haris Muhic The main objective of the project is to support the structural reform of higher education system in BiH, supporting the development of the BiH Qualifications Framework for Higher Education in (BHQFHE) in line with national priorities, and its implementation at different institutional levels. The project shall provide models for full formal implementation of the BHQFHE at institutional levels, based on all criteria and procedures of the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the European Qualifications for European Qualifications Framework Area (QF-EHEA).

Expert groups’ capacities building
WP.1 Expert groups’ capacities building Start month End month 1 11 WP Leader UNTZ Task leader HEA SUSBiH 1.1 Mapping of the existing BH qualifications practice. 1.2 Establishing of Expert groups. 1.3 Collecting and analysing of the Best EU practice. 1.4 Training of expert groups members Mile Dželalija In respect to the Bologna process implementation will be set up assessment tool for mapping of existing qualifications practice in BH in correlation with QF-EHEA and EQF LLL. The set of key questions will be defined in the study (existing qualifications, learning outcomes (LO) implementation in domains of knowledge, skills and competence). This process will help them to define their current state based on certain indicators and to analyses of existing practice. Analysis of the existing qualifications practice in B&H in correlation with QF-EHEA and EQF will be summarized in a report of existing practises at the PCU. Establishment six expert group (committees for natural sciences, technical sciences, biomedicine and health, biotechnical sciences, social sciences and humanities) One representative from each PC partners and head of the each EG will go on study visits to EU They will be trained for development and implementation of the qualifications practice and procedures at national and institutional level. Through study visits they will have an opportunity to acquire knowledge, exchange information and harmonization experiences in line with QF-EHEA and EQF LLL. On the basis of collected and analyzed Best EU practice will be organized training of expert groups members. It will be organized series of workshops (6) where expert groups’ members from each scientific discipline will be familiar with the Best EU practice from MS partner institutions.

PCUs will collect university-related data and data concerning university-relevant surroundings, in order to assess the current situation and study programs. Minimum 200 questionnaires on HEIs will be fulfilled. Modified questioners will be distributed to the Ministries and Agencies. Comparative analysis will be produced.

WP.1 Expert groups’ capacities building 1.1 Mapping of the existing BH qualifications practice. 1.2 Establishing of Expert groups. 1.3 Collecting and analysing of the Best EU practice. 1.4 Training of expert groups members Mile Dželalija The aim of this work package is to establish six Expert groups (EG) one from natural sciences, technical sciences, biomedicine and health, biotechnical sciences, social sciences and humanities. Each EG consists of representatives of the education sector, labour and employment, representatives from academic staff and representative from other stakeholders. Each EG will appoint EG head of group. Criteria for selection of representatives of EG will be proposed by HEA criteria and adopted by Steering group (SG).

They will be trained for development and implementation of the qualifications practice and procedures at national and institutional level. Through study visits they will have an opportunity to acquire knowledge, exchange information and harmonization experiences in line with QF-EHEA and EQF LLL to create of BHQFHE model and 18 statements at sectorial level.

It will be organized series of workshops (6) where expert groups’ members from each scientific discipline will be familiar with the Best EU practice from MS partner institutions. Through training they will get the basic knowledge needed to create sectorial statements (B.A, M.A, Ph.D.) Guidelines developed.

The Guidelines will consist following elements: Rationale and Purpose of the QF-EHEA, Basic Elements of QF-EHEA (Profile, Cycles and Levels, Descriptors of Learning Outcomes and Credits and Workload), Good Practice for the Development of BHQFHE, Designing an BHQFHE, National Framework for Higher Education Qualifications in B&H, Quality Assurance and BHQFHE Within the Context of the EHEA and Criteria and Procedures for Verifying the Compatibility of BHQFHE With the Framework for Qualifications of the EHEA. On the beginning of the process developing and cretaing of Guidelines for BHQFHE it will be established the strategy and agenda for the development of the National Qualifications Framework for Higher Education (NQFHE), which involved initiatives and activities both at national and international level.

WP.2 Development of BHQFHE 2.1 Developing and creating Guidelines for BHQFHE&LLL 2.2 Drafting of Sectorial statements. 2.3 Consultation process on sectorial statements 2.4 Creating of Sectorial statements Mile Dželalija On the beginning, developing and creating of Guidelines for BHQFHE&LLL it will be established the strategy and agenda for the development of the NQF, which involved initiatives and activities at national and international level Guideline Part I will be issued on (M23)and will include guidelines for the development and implementation of BHQFHE, while Guideline Part II will be published on(M35) and will include sectorial statements and examples of good practice applied in pilot studies at the PCU

They will provide feedback for their own comments on sectorial statements and first draft of sectorial statements will be developed. EG meeting will be on Jahorina (M12) & Vlasic (M15).

WP.2 Development of BHQFHE 2.1 Developing and creating Guidelines for BHQFHE&LLL 2.2 Drafting of Sectorial statements 2.3 Consultation process on sectorial statements 2.4 Creating of Sectorial statements Mile Dželalija The draft sectorial statements together with on-line questionnaire will be distributed to the identified wider stakeholder’s communities to the public consultations Ministrys, HEIs, students and teaching staffs, quality assurance agency in HE, sectoral committees, other social partners (trade unions, employers’ associations, NGO in HE and professional associations) as well as other regulatory authorities.

WP.2 Development of BHQFHE 2.1 Developing and creating Guidelines for BHQFHE&LLL 2.2 Drafting of Sectorial statements 2.3 Consultation process on sectorial statements 2.4 Creating of Sectorial statements Mile Dželalija In order to observe applicability QF in the context of B&H higher education institutions and on the basis of a series of corrections and improvement in the consultation process, will be created final version of the Sectorial statements in cooperation with PCUs and MCUs. After creating of Sectorial statements, the statements will be given in process of adoption by the national QF body as project model.

WP.3 Capacity building of HEIs Start month End month 21 28 WP Leader UNTZ Task leader UNIST 3.1 Establishing of Working groups at HEIs 3.2 Creating Handbook for writing LOs 3.3 Training of working groups members Mile Dželalija In (M22) will be established working groups (WG) at HEIs. All WGs from public HEIs will define all requirements needed for efficient writing LOs in connection with previously defined sectorial statements. Group will be managed by a Head of WG who will be in charge for the exchange of information, data and as WG coordinator. They will develop a communication plan between WG members On the basis of best EU practice and help MCUs partners will be created a Handbook for writing LOs linked with sectorial statements coordinated by task lieder UNTZ. It will contain instructions for assessing the learning outcomes from sectorial statements and their inclusion in study programmes. Each working group will be educated. Team for training will be appointed for training of working group’s members on each PCUs (2 host PCU representatives from EG, 1 representative from MCU, 2 presenters for BHQFHE and Handbook for writing LOs). WGs will be trained for development and implementation of the qualifications practice and procedures at institutional level in line with QF-EHEA, EQF LLL and BHQFHE based on LOs. Also they will develop competencies and LOs to create new study programs.

All WGs from public HEIs will define all requirements needed for efficient writing LOs in connection with previously defined sectorial statements. Group will be managed by a Head of WG who will be in charge for the exchange of information and data. They will develop a communication plan between WG members.

WGs will be trained for development and implementation of the qualifications practice and procedures at institutional level in line with QF-EHEA, EQF LLL and BHQFHE based on LOs. Also they will develop competencies to create new study programs.

WP.4 BHQFHE implementation at HEIs Start month End month 25 33 WP Leader UL Task leader HEA 4.1 Creating and developing of Implementation model 4.2 Pilot study programs reviewing 4.3 Conducting QA mechanisms Mile Dželalija To support the development of study programmes based on learning outcomes (LO) and credits, each of the PCUs will delegate two Pilot study programs (the total of 12,minimum two per PCU). They will create new study program according to the Handbook for writing LOs linked with sectorial statements. Each study program will state the LO relevant to labour market, QA procedure, ECTS, degree and profile, and finally describe the procedures of testing the students. With process of Pilot study programs reviewing we will expect to lead to improved recognition of qualifications in accordance with BHQFHE. The self-assessment report will serve as a basic document for external assessment. Self-assessment team will be established with appointed coordinator. Assessment committee for external evaluation will be named by HEA criteria. Assessment committee through assessment visit will be prepare for the assessment visit at a preparatory meeting, visit the study programmes and prepare the external assessment report. Each Studies program will be evaluated through program accreditation process proposed by HEA and TEMPUS project158853:EU standards for accreditation of study programs on BH Universities. The assessment committee will give an integral opinion of the Pilot study programs which will be adopted by HEA. On each PCUs in line with created and developed of Implementation model will be established Council of Pilot study programs as body that is committed to supporting institutions in their quality improvement efforts. It will be organized two-day workshops for relevant management, academic staff, and members of Council for implementing new QA systems in their institutions. Some of the topics of the workshops will be developing institutional quality assurance policies, developing appropriate quality assurance instruments for use in monitoring quality, establishing appropriate quality assurance structures and conducting regular self-assessment reviews of Implementation model.

WP.4 BHQFHE implementation at HEIs 4.1 Creating and developing of Implementation model 4.2 Pilot study programs reviewing 4.3 Conducting QA mechanisms Mile Dželalija To support the development of study programmes based on LO and credits, PCU will delegate min. two study programs (two per PCU) as Pilot studies. They will create new study programs (I, II or III cycles) according to the Handbook for writing LOs with contribution of the labour market. Each study program will state the learning outcomes relevant to labour market, Quality Assurance, ECTS, degree and profile depending on the levels of programs and courses, and finally with the testing procedures.

The self-assessment report will be written by established a self-assessment team with appointed coordinator. Assessment committee for external evaluation will be named by HEA criteria Assessment committee will prepare a preparatory meeting, visit the PCU and delivered external assessment report. Through external evaluation of the study Programs HEA will recommend accreditation of SP

Workshops topics will be developing institutional QA policies, developing appropriate quality assurance instruments for use in monitoring quality, establishing appropriate QA structures and conducting regular self-assessment reviews of Implementation model.

WP.5 BHQFHE Self-certification Start month End month 26 33 WP Leader UNIST Task leader 5.1 Establishing Self-certification panel 5.2 Publishing Self-certification Report. Mile Dželalija Once the BHQFHE impementation model / qualifications framework has been developed, it should be tested and then self certified. BHQFHE Self-certification is a process of European recognition of national qualifications. Framework and involves making a report that describes the national qualifications framework, and evaluate the compatibility of the national with European umbrella frame. The self certification is a process by which the competent authorities of the country concerned verify that the national qualifications framework is compatible with the overarching EHEA Framework.The next seven elements will be in focus of this process a. Description of the compatibility with the NQF in the EHEA, b. Evidence of identifying and progressing, c. The degree of implementation, d support stakeholders, e. Integration of quality assurance, f. Qualifications beyond learning). EG for self-certification with help MCUs partners will be responsible to three cycles and g. recognition of prior learning (informal forms of education and lifelong prepare Self-certification report.

WP.5 BHQFHE Self-certification 5.1 Establishing Self-certification panel 5.2 Publishing Self-certification Report. Mile Dželalija Self-certification panel wider stakeholders including the international (European) Experts and EG for self-certification will be appointed. Experts conference wil be held in Sarajevo (Jahorina) (M26) EG for self-certification with help MCUs partners will be responsible to prepare Self-certification report. Self-certification panel will be in charge to reviewed Self-certification report in line with seven elements which will be in focus of this process.

Mile Dželalija After the report was be reviewed by a panel and their positive performance the process of BHQFHE Self-certification will be completed. The next step will be publishing of the report. Once the self certification process has been completed, self certification reports should be published so that partners in the European Higher Education Area could have access.

Start month End month 1 36 WP.6 Quality control and monitoring WP Leader UDL Task leader UdL SUSBIH 6.1 On-going internal quality control and monitoring 6.2 Organizing annual monitoring cycle Haris Muhic Lider partnerhe in quality control and monitoring is UdL wich is responsible for quality control and monitoring which includes: Feedback reports / evaluation surveys from trainings, created on the basis of questionnaires so that both trainers and trainees could evaluate the quality of the courses developed and delivered in order to provide the adjustment mechanisms in case the quality differs from the one expected. Quality control and monitoring will be done continuously during the project realization. The final report of the third year will especially focus on the sustainability of project results. Therefore the final report will also include the following chapters: -Clear results of changes achieved during the project -Opinion of Ministries and Accreditation agencies involved in the project -Opinion of the University management about BHQFHE implementation model

WP.6 Quality control and monitoring 6.1 On-going internal quality control and monitoring 6.2 Organizing annual monitoring cycle Haris Muhic Consortium members will ensure the quality control through self-evaluation done by the local Universities and feedback reports / evaluation surveys from trainings. The quality control will entail both the content of the project and the method of publication and dissemination of the results of the project. The purpose is primarily aimed at reviewing the quality of the work performed by self-evaluation.

WP.6 Quality control and monitoring 6.1 On-going internal quality control and monitoring 6.2 Organizing annual monitoring cycle Haris Muhic The Steering group will monitored project progress in order to oversee the implementation of the project activities. Monitoring will be organized through annual quality control and assessment of project results by steering group . This report will evaluate the activities fulfilled in the previous project year. UdL will collect and submit this reports each year and together with UPB will analyze the report and discuss the project progress with all members of the project team.

Most important aspects of information dissemination is development of the project web-site. The web-site domena name is and will serve as a platform for sharing all the information related to the project activities and their results. Thatall will directly provide information, primarily to the Consortium members, as well as to the decision-makers, and the wider community but it will also be a touch point between the academic staff and research community and the businesses and society at large.

This will be a final step of the project that will promote project results and final conclusion of the three-year project and everyone will be informed with the success of the project. PM will present impact of the project in their institution.

The project coordinator will work closely with the representatives of all partners to ensure smooth running of the project. Each project partner will nominate a staff member responsible for the activities of the project management for their institution. Project managers of UPB, UNIST, UNTZ and SUSBiH will act as a steering group (SG) for the project management. All the decisions will be taken only in agreement with all the partners. We do believes that this type of strong project management structure will lead to a successful implementation of all the project outcomes.

The meetings serve as a platform for reviewing of the achieved outcomes, discussion of challenges and their solutions, etc. Therefore it is necessary to have regular meetings of the PM Kick-off 1 in Paderborn (M1) Meeting 2 in Northampton (M13) Meeting 3 in Limerick (M24) Meeting 4 in: Lleida (M36)

PM member will have to timely deliver all requested financial and administrative documents.
