2 Training programme on preparing projects for financing Objectives – Improve access to financing for environmentally sound technology (EST) projects to mitigate and/or adapt to climate change – Support efforts to implement the results of TNAs carried out by developing countries within the UNFCCC process – Strengthen the capacity of project developers in developing countries in preparing project proposals on ESTs that will meet the standards of financial providers – Improve the quality of project proposals from developing countries related to ESTs Approach – Collaborate with international organizations (GEF, UNDP, UNEP, UNIDO, CTI) – Build on existing training material (UNFCCC guidebook, etc.) – Staged approach initiated by Training of Trainers followed by regional training workshops – Practical and hands-on using real project proposals as basis for group exercises – Targeted at project developers and financial providers

3 Experiences and lessons learned Organization –Targeting the right audience: champions and enablers –Limited beneficiaries –Addressing specific needs at sub-regional and national level Training programme –Practical and hands-on format of the training programme –Training programme provided for a basic understanding on preparing project proposals Project preparation –Project preparation turns out to be challenging –No single formula for preparing successful proposals –Address financial structure at an early stage of project preparation (“buy-in”) –Little assistance for “upstream” preparation Funding opportunities –Lack of awareness about funding opportunities for technology transfer projects

5 Issues for further consideration Scale up the beneficiaries of the training programme (distance learning, etc); Replicate the training programme addressing specific needs at sub- regional and national level (AOSIS, LDCs, specific sectors, language); Provide a follow up training programme on project preparation at advanced level addressing specific topics more in-depth; Establish project preparation facilities or “help-desks” providing technical assistance to project developers in developing countries on project preparation; Provide a platform on project financing for champions and enablers, including by providing an overview of funding opportunities; Broaden the scope of the training to include training on the preparation of technology transfer strategies and technology action plans

6 Possible way forward Guiding questions –Building on experience: deeper, wider and using different technologies and techniques? –Should workshops be expanded to explore more deeply some of the subjects and sectors introduced here? –Should workshops be expanded to include other issues of capacity building that may prove essential in building a sustainable future? –Should workshops be conducted using different formats and technologies as well as different time periods?
