1 Challenges and perspectives for Global Development Education in the new EU member States Launching event for promoting global DE in NMS Budapest, 23-24 March 2009 Christine Bedoya, TRIALOG Director

2 Development education is an active learning process, founded on values of solidarity, equality, inclusion and co- operation. It enables people to move from basic awareness of international development priorities and sustainable human development, through understanding of the causes and effects of global issues, to personal involvement and informed action.

3 Development education fosters the full participation of all citizens in world-wide poverty eradication, and the fight against exclusion. It seeks to influence more just and sustainable economic, social, environmental, human rights based national and international policies. DE Forum/CONCORD

4 DE/AR programme of EC Objective: to support actions aiming at raising public awareness of development issues and promote education for development in the European Union to anchor development policy in European societies to mobilise greater public support for action against poverty and fairer relations between developed and developing countries to change attitudes to the issues and difficulties the developing countries and their peoples are facing

6 Financial situation in NMS Poverty in many regions in NMS 5 out of the 10 poorest regions in EU are in RO Effects of financial crisis (especially HU, LV, RO) New foreign credits (EU, IMF, WB) for some NMS Budget cuts due to global financial downturn

7 ODA situation in NMS Emerging donors of ODA No tradition in dev. cooperation and DE No public awareness on & support for MDGs and other dev. issues ODA changes due to global financial downturn

8 Challenges for DE/AR To raise public awareness of international poverty eradication in situation where there is so much poverty in the own country To increase awareness of international development issues in civil society organisations as well as in decision makers and media To increase capacities of NGOs to engage in development education and awareness raising To make financial resources available for DE/AR activities of NGOs (national and EU) Eligibility criteria for applicants to project funding Partnership for joint projects with other NMS and OMS

9 Possibilities for NGOs in NMS NGOs in NMS are quite well developed and organised NGOs can build on a strong tradition in the humanitarian field which is well known to the public and can create positive public involvement in development cooperation as well NGOs have the expertise and experience from development cooperation to provide an authentic image of the global poverty situation NGOs have direct channels to and roots in the civil society and are best to promote DE topics NGOs can learn form each other and reach synergies by partnering with NGOs in OMS/other NMS in joint projects

10 Role of NGOs The role of NGOs, as well as being that of initiating and implementing projects, will have to be one of presenting and promoting a development model that is different from the dominant one. They must assume an active role in policy-making, lobbying activity, advocacy and DE in order to proactively further a new model of global development.
