3 Why PVS (Performance, Vision and Strategy)? OIE through International Committee sets standards for control of animal diseases and zoonosis Member Countries (167) agreed democratically that they will comply and implement International trade partners in animals and animal products expect from Member Countries to honour this committment through reliable, trustworthy and transparent health certification 141/167 MC’s not in the position to fully comply (19 in Middle East and North Africa) PVS developed to help these Member Countries towards compliance

4 Performance, Vision and Strategy (PVS) for National Veterinary services - The World Organization for Animal Health (OIE) and the Inter-American Institute for Cooperation on Agriculture (IICA) have joined forces to develop the Performance, Vision and Strategy (PVS) instrument. - The PVS instrument can assist Member Countries to establish their current level of performance, form a shared vision with the private sector.

5 PVS for National Veterinary Services There are four fundamental components provide the basic structure of the PVS instrument: 1) The technical capability to address current and new issues based on scientific principles; 2) The human and financial capital to attract resources and retain professionals with technical and leadership skills; 3) The interaction with the private sector and the other beneficiaries of their activities in order to stay on course and carry out relevant joint programs and services; and 4) The ability to access markets through the compliance with existing standards and the implementation of new disciplines such as harmonization of regulations, equivalence and regionalization.

6 What is the process for PVS? Joint OIE/FAO publication/declaration to support the VS of developing countries to meet OIE International standards Ensuring Good Governance to Address Emerging and Re- Emerging Animal Disease Threats

7 What is the process for PVS? Short term actions for AI control Prevent spread among farmed birds in case of first outbreak in countries at risk but not infected Support disease control in countries that are infected e.g. mass vaccination such as in Vietnam Strengthen capacity to rapidly detect disease and act Short terms actions in support of FAO/OIE Strategic Plan for the eradication of avian influenza and based on OIE/FAO general mechanism: GF-TADS

8 What is the process for PVS? Countries infected and at risk, short term actions will include emergency partial audit of VS Capacity for rapid preparation and implementation of emergency plans Confirmation of clinical and laboratory diagnosis Capacity and authority of VS to prevent the entry and spread of disease in country Ability of VS to obtain funding for compensation Capacity to conduct national vaccination programs Capacity to update national legislation Will be done in collaboration with the OFFLU network of expertise and Reference Laboratories

9 What is the process for PVS? Medium term actions Thorough evaluation of the Veterinary Services Preparation of national projects to bring into line with OIE standards Implementation of projects

10 What is the process for PVS? Organisation of the different levels of coordination Coordination between OIE and World Bank with participation of FAO, other funding agencies, private sector Service Centre set up jointly by OIE and World Bank World Animal Health Fund Regional Structures to be stablished and strengthened (OIE Regional representations and establishment of Animal Health Regional Centres – within GF-TAD’s framework National level – identify institutional, legislative and technical capacity gaps and needs for compliance

Financing of an OIE 3 years action plan aimed at eradicating and/or controlling avian influenza by IMPROVING THE QUALITY OF VETERINARY SERVICES through capacity building, complying with standards and providing technical expertise (MIDDLE EAST): Year 1:402 200 Year 2:402 200 Year 3:402 200 Total:1 206 600

12 What is the process for PVS? Country prepare submission on needs/emergency plan/risk assessment/ Submit to Regional Representation (Beirut) Send to OIE for comments – OIE inform World Bank of support or not Country submit to local World Bank representation Funding is linked and integral to PVS

14 In summary …. PVS not a donour fund PVS is a development aid for countries on the pathway for compliance with international standards Must beware against complacity towards avian influenza Must remember the buck stops with us – veterinary services
