Disease outbreaks by National Health and Family Planning Commission through Press conference, the news media Earthquakes by China Earthquake Administration through Web sites, fax Geological Disaster by Ministry of Land and Resources through SMS text on cell phones, radio, television, Web sites Main question: Time effective, incomplete coverage, lack of interoperability and information sharing 4

(1) extreme First level(Red): (2) severe Second level(Orange): (3) Moderate Third level(Yellow) (4) Minor Fourth level(Blue): (5) Unknown Unknown 3.1 Modification Typhoon Rainstorm High temperature

18 中国气象局 中国气象局 China Meteorological Administration Define publishing strategy based on alerting type and severity The publishing methods and objects can be automatically extracted when alert category and severity are confirmed by sender according to preset regulations. 3.2 Innovation

19 中国气象局 中国气象局 China Meteorological Administration Define the item ’code’ for publishing methods selection. ‘TV|Radio|WEB…’ ‘content of ’ ‘Group 1: duty officers of Meteorology ’ ‘Li Ming, Wang Fang ’ : the coding of publishing methods which includes SMS, LED, loudspeaker, TV, Radio, WEB, Phone and Fax. : the publishing objective group of the selected method. : the publishing objective individual of the selected method. 3.3 Extension

20 中国气象局 中国气象局 China Meteorological Administration Re-define the item ’Headline’ and automatically generated as +”publish”+ + +”alerting”. eg. CMA publish a red snowstorm alerting. 3.4 Explicit definiton

27 中国气象局 中国气象局 China Meteorological Administration 4.1Target I.Construct 4-level-release system, consists of national, provincial, prefectural and county II.Establish the warning information release mechanism, clarify the release authority , processes and ranges of different levels of warning information III.Integrate the variety of existing dissemination channels IV.Promote the dissemination and receive capacity of rural and pastoral areas, mountainous areas, fishing areas and other remote areas 27

28 ① Mobil Internet- based warning information release system ② VHF digital broadcastin g system ③ Countryside warning dissemination system Full media release terminal Phase Ⅱ construction To key industries ④ Beidou satellite Phase Ⅱ construction To public 4.2 Method for Dissemination Phase Ⅱ construction To public Integration the existing Systems

29 中国气象局 中国气象局 China Meteorological Administration 4.3Work to do Existing system has been tested with meteorological, marine and geological disasters. What about other types of hazards? How to integrate other systems’ information? we are considering conversion tools. The new release method need work to be connected with CAP. …… 29
