116 Boundary Resolution Original Government land lines and monuments
Intent of Government Surveys Know the Local Standards & Surveying Customs Existing Boundary Monuments Standard Surveying Rules of Evidence Apply Called for in Deeds & Survey Plats Use data from Record Survey Plats Does the Monument represent the Corner?

117 Boundary Resolution Survey Monuments should be given considerable weight Ignoring Survey Monuments Causes Chaos and Problems Hierarchy of Monuments Uncalled for Monuments Record of Survey Compatible with Deed Accepted by Owners – Talk to Owners

118 Boundary Resolution Intent Calls - “along the” and “to” “Centerline”
What does it really mean? Occupation Lines Overlap Areas and Deed Conflicts Reference / Offset Pins Existing Right of Way Monuments

119 Monumentation O.R.C … monument the right of way line of the property acquired. … provide for the preservation of all cornerstones and landmarks set within the limits of the highway to be improved. … furnish adequate protection …. O.A.C. Chapter (Minimum Standards) … each corner of the property and each control station will be physically monumented. 126 Michael J. Ware, P.S. O.D.O.T. Central Office
Graduated from Ohio State University in 1998 Worked in the private sector for 12 years, performing boundary and topographic surveys, subdivision plan development, and right-of-way plan development for O.D.O.T. and LPA projects. Joined O.D.O.T. in September 2006

127 Base Map Preparation Most commonly used Base Map types:
Existing topography mapping- Base Existing (BE) – Existing ground survey Base Aerial (BA) – Aerial mapping Base Combined (BC) – Combined aerial and ground

128 Base Map Preparation Most commonly used Base Map types (cont.)
Proposed design elements- Proposed roadway (BP) – most common On some projects- Proposed drainage (BD) Proposed walls (BW) Utilities (BU) Right-of-Way elements- Right-of-Way base map (BR)

129 Base Map Preparation Base Existing Drawing (BE)
All topographic items within 100’ of proposed R/W lines need to be located and identified All buildings and fences located within the project limits and those to be effected by the project All above ground utility items, and underground utilities located by OUPS or other locator service. Also private utilities, including septic systems and leach fields (extents), water supply wells, sprinkler systems, landscape lighting, and invisible fence.

130 Base Map Preparation Base Existing Drawing (BE)
All waterways & drainage structures All field drives, alleys, roads and railroads within the project limits All trees, shrubs, flowerbeds, etc. (Varies by project) All roadway signs, and private signs (Including ADC permit number if present) If it’s on the site, locate it and show it. Take photos of the site for future use.

131 Base Map Existing (BE) Was anything missed?

132 Base Map Existing (BE)

133 Base Map Existing (BE)

134 Base Map Preparation Base Aerial Drawing (BA)
All visible topographic items Provided by Aerial Engineering, or outside consultant Usually provided for planning purposes, on larger projects Lacks detail and accuracy needed for design work

135 Base Aerial (BA)

136 Base Map Preparation Base Combined Drawing (BC)
Combination of features from aerial and ground surveys Aerial portion for wider coverage Ground survey portion fills in details

137 Base Map Preparation Base Proposed Drawing (BP)
All proposed roadways and driveways All proposed drainage structures and ditches (May be in separate files) Construction limits Any proposed items that will effect the Right of Way location Centerline construction baseline and stationing (sometimes)

138 Base Proposed Drawing (BP)

139 Base Proposed Drawing (BP)

140 Base Map Preparation Base Right of Way Drawing (BR)
Prior listed Reference Files (BE & BP) Centerline of Right of Way and stationing marks for all roads located within the project limits, including bearings, distances and curve information Try to avoid dual Centerlines (Construction Centerline & R/W Centerline), dual centerlines should be the exception not the rule Can lead to confusion on right-of-way and construction plans Be sure the relationship between the centerlines is clearly shown on the centerline plat

141 Base Map Preparation Base Right of Way Drawing (BR)
Existing and proposed Right of Way Lines Original Government land lines and monuments used to establish them. Showing direct ties to the CL of R/W. Property lines, easement lines, and monuments used to establish them Civil boundaries and monuments used to establish them Ownership information Land use information Note any areas of concern with overlaps, gaps and occupation problems

142 Base Right of Way (BR)

145 Field Review by R/W Plan Designer
Should be performed at the Preliminary R/W Submission, Final R/W Submission and at the Right of Way Tracings Submission (within 15 days of the Tracings Submission) Accuracy of Base Map (Relates directly to plan quality) Confirm all topography, structures, fences, drives, trees, and the disposition of these items. Confirm above ground and below ground utilities Confirm OUPS and SUE's utility information Confirm sanitary sewer, septic tanks, septic system, leach fields, private water supply wells, sprinkler systems, invisible fences (as possible)

146 Field Review by R/W Plan Designer
Confirm all Advertising and Device Controlled signs and the Permit Plate No. (if present) Confirm all field related items listed from the prior Base Right of Way Map Preparation Also need to check and confirm property ownerships within 15 days of submitting R/W tracings

147 Field Review by R/W Plan Designer

148 GEOPAK Standards ODOT CADD Manual Pages contains GEOPAK guidelines (COGO element and file naming conventions

149 GEOPAK Standards

150 GEOPAK Standards COGO points named per standards

151 GEOPAK Standards Right of Way sheet files in proper directory

152 GEOPAK Standards GEOPAK Files Only one GPK file per project
All cogo related information (Points, Chains, Parcels etc.) to be stored in the GPK file GPK file is a required deliverable. It is recommended that an output file for each alignment be saved

153 ‘Cutting’ R/W Sheets Create .dgn file for first plan sheet (use proper filename and seed file) Using ODOT_files.exe makes this easier

154 ‘Cutting’ R/W Sheets Open file and attach all needed references (BE, BP, BR, etc)

155 ‘Cutting’ R/W Sheets Open file and attach all needed references (BE, BP, BR, etc)

156 ‘Cutting’ R/W Sheets Place border cell at proper plan scale (if ODOT_files.exe utility was used, this should be in the file already)

157 ‘Cutting’ R/W Sheets Fill in sheet title and headers, place cells and other drafting items

158 ‘Cutting’ R/W Sheets Place a closed shape on a Scratch level

159 ‘Cutting’ R/W Sheets Place a closed shape on a Scratch level

160 ‘Cutting’ R/W Sheets Select reference files and use the closed element to clip

161 ‘Cutting’ R/W Sheets Sheet file with references clipped and shape level turned off

162 ‘Cutting’ R/W Sheets Copy file in directory, or perform ‘save as’ in Microstation

163 ‘Cutting’ R/W Sheets In each file, ‘select all’ and move along the alignment

164 ‘Cutting’ R/W Sheets In each file, ‘select all’ and move along the alignment

165 ‘Cutting’ R/W Sheets Manipulate the shape to enclose the desired area

166 ‘Cutting’ R/W Sheets Plan sheet with shape level turned off

167 ‘Cutting’ R/W Sheets For Questions contact :
Attach all needed references (BE, BP, BR, etc) Place fence or closed smartline to define boundary (smartline can be edited later) Clip Boundary For Questions contact : Eric Thomas (614) Mike Ware (614)
