1 LA County-Pomona’s Work on Eliminating Racial Disproportionality & Disparity (ERDD) Timeline of ERDD events—Pomona May 2004 Introduction of Family to Family Casey Initiative February 2005 Pomona Summit February 2006 RDD 1 st In-service Training May 30 & 31, 2007-- Casey Provides Training on ERDD strategy August 28 & 29, 2007 ERDD Awareness Training by Casey September 2007 Anonymous Comment Box on ERDD Concept of Casey strategy workgroups were introduced to office F2F Summit Casey Workgroups begin to meet on monthly basis. Self Evaluation shares data with community Demand for ongoing data is high and training is arranged through DCFS training section Casey provides Training on ERDD strategy and framework for creating change is shared with staff & community partners 1st day: training of new participants 2 nd day: values to action plan updates Following our last convening we wanted the candid feedback of our community partners and DCFS staff on ERDD Planning for implementation of workgroups on TDM, RDS, BCP and Self Evaluation begins following this event Data on the number of African American children in group homes becomes of high concern to Community. Training sheds light and raises awareness of RDD issue The framework generates 3 workgroups on RDD which are integrated into the existing Casey strategy workgroups The RDD workgroups are now integrated into three Casey strategy workgroups & have developed Values to Action Plan Feedback from our anonymous box was reviewed. Boxes are present in two floors and reviewed periodically

2 Pomona’s ERDD Efforts continued Timeline of important events February 27 & 28, 2008 RA Maryam Fatemi, John Owsley and Fresno County Presentation to LA County’s DCFS Executive Team June 11, 2008 & June 23, 2008 Pomona Focus Group Planning Calls take place July 15, 2008 Casey TA’s facilitate Pomona’s Think Tank on ERDD July 8, 2008 LA County Applies to participate in the CA Disproportionality Project July 2008 Plan is devised to Implement the Cultural Broker / Parent Advocate Program in Service Bureau III August 8, 2008 Pomona’s RA Maryam Fatemi presents Pomona’s ERDD efforts to Select Committee on Foster Care of the CA assembly Presentation on the RDD issue is presented to members of Exec team and to the F2F Casey Strategy workgroup chairs and co-chairs Jana Rickerson and Dr. Rita Cameron- Wedding develop focus group questions for staff that will direct our next steps on ERDD Four focus groups discuss their perceptions of and causes of RDD in Pomona The Pomona & Metro North offices are included in the application. It calls for the development of an LA County Executive Team on ERDD PIDP Funds are used to contract with CBO Prototypes to implement the cultural broker & parent advocate programs in Service Bureau III A full overview of the projects including those of the family first project and its successes are highlighted in her testimony Metro North is identified as the next office to focus on ERDD by Casey On July 15 All Pomona staff participate in focus groups to address ERDD Pomona staff decide to form an African Am Perspective Group Application is approved and submitted The program is in operation in the offices of Pomona, Metro No.; El Monte, Glendora & Pasadena Awareness of RDD is elevated to the State Government Level

3 Pomona’s ERDD Efforts continued Timeline of important ERDD events August 19, 2008 Casey lead a formal meeting of the African American Perspective Group at D&M Margaret Group Home September 3 2008- First Formal Independent Meeting of the Pomona Action Group September 5, 2008 LA County’s formal acceptance into the CA Disproportionality Project October 2008 First Issue of Pomona’s Mythbuster Newsletter Nov 24, 2008- Establishment of an Executive Policy Group on ERDD December 12, 2008 Peer to Peer visit to Fresno A Continuation of the Think Tank African Am Group- Casey assists group to identify who they are, their goals, mission & vision The Pomona Action Group Formally meets at Community Agency PVYES and Workgroup Chairs & co-chairs are selected The Pomona & Metro North offices are formally accepted to take part in the CA Disproportionality Project Volunteers from the Action team work on a newsletter to highlight ERDD among staff and community partners This group involves LA County Exec team members & representatives from Court, Probation, Law Enforcement, etc. Traveled to Fresno to learn about their Cultural Broker & Parent Advocate Program The Pomona Action Team Forms (This group becomes the extended group on ERDD) Since this date, the group meets monthly and is the Pomona’s extended group to the CA disproportionality project. LA County becomes part of 13 counties in CA involved in ERDD. Both offices formulate various PDSA’s and action items to ERDD. The newsletter features ERDD- related topic and notifies readers of the upcoming ERDD Action Group Meeting Meets monthly and is facilitated by Casey TAs with the purpose of spreading promising practices County- wide Three offices partnered with Prototypes to implement this program in Service Bureau III

4 LA County’s Pomona’s Work on Eliminating Racial Disproportionality & Disparity Timeline of ERDD events—Pomona Feb 26, 2009 Began Planning LA County ERDD training with DCFS training section March 2009 TDM Advocacy PDSA May 26, 2009 ERDD Training at Kellogg West by Casey T.A. July 2009 Report to Judge Nash on Pomona’s ERDD efforts August 27, 2009 Presentation on ERDD to Executive Policy Team Nov 3, 2009 Presentation at LA Convention Center Several Meetings followed to formulate a training protocol on ERDD for county- wide implementation. An overview of this curriculum was presented to Action Team Action Group Members agree to become advocates for African American families during TDMs. This is tried as a PDSA Follow up training to staff & community on Pomona’s efforts on ERDD A formal report was provided to the Presiding Judge of Dependency Court to share Pomona’s efforts, its progress and next steps on ERDD Representatives from Pomona, Metro North and Pasadena provided ERDD information to Court Personnel, DCFS staff and representatives from other agencies Pomona presented ERDD efforts to audience of attorneys, community representatives, and child welfare professionals along with a “Call to Action” It was determined that this training curriculum requires further review. This PDSA has been modified and has become part of Pomona’s overall practice. A regional protocol is in development Overview of our efforts and our progress and current data Judge Nash requested a presentation to be made to the Executive Policy team Judge requests a plan for county- wide implementation of ERDD. A Plan was developed and presented in September 2009 Raised awareness and reached a broader audience

5 February 10, 2010 Racial Sobriety Training March 25-26, 2010 Undoing Racism Training Casey Trainers test their Racial Sobriety training on 20 members of Pomona’s ERDD Action Team and obtain their feedback for its expansion Members of the Executive Policy group on ERDD take part in the People’s Institute on Undoing Racism training at the Children’s Bureau Training provides an opportunity to examine our own internal areas of needed improvement An intense opportunity to understand institutional racism and its impact on our everyday practice
