1 Residency All applicants must provide verification that they are residents of California and intend to remain in California for an indefinite period before aid can be approved. They must also be physically present in California at the time of application. The EW should review documents provided to determine if there is any evidence to the contrary. For example, if the client entered the state for the sole purpose of receiving medical treatment or having a baby means they may not intend to remain here. Another indication of plans to leave the state is possession of a ticket to return to a former state of residence. The EW must exercise good judgment in this area and, if in doubt, consult with a supervisor or manager. Failure to provide verification within the certification time limits is reason enough for denial of Medi-Cal benefits with timely and adequate notice.

The reasons for the determination of residency or non-residency must be clearly documented in the case narrative.
