Lincolnshire and Rutland Public Service Compact – Conference March 2011 “The Leadership and Management Workshop Programme” A presentation by Nicola Marshall Faculty Employer Engagement Manager – Faculty of Art, Architecture and Design (Chair of the Lincolnshire and Rutland Public Service Compact Leadership and Management Group)

The Rationale The Leadership and Management Group was formed in January 2010 and recognising that one of the most effective aspects of Compact working is/was the dissemination of good practice, the groups resolved to host and deliver 3 L&M workshops. The chosen themes were: (i) Design in Public Service; (ii) Use of New Technologies in Leadership and Management Training and (iii) Innovation in Leadership and Management

Design in Public Service This workshop benefitted massively from the keynote input from Andy Penaluna from the Swansea Metropolitan University The event was hosted by the University of Lincoln The presenters were:  Andy Penaluna  Nigel Howells (East Lindsey District Council)  David Rae (University of Lincoln)  Andy Brookes (Lincolnshire County Council)

Design in Public Service (2) Comments from delegates attending the workshop included: “A stimulating presentation from Andrew Penaluna which challenged approaches and linked well to the presentation by David Rae which brought the focus to application to public sector. A good blend, thoroughly enjoyable.” “Very informative & thought provoking materials to take away” “Great event. Very relevant and excellent speakers. This event will generate more discussion to make it 'real' to people.” “A refreshing new perspective, has got me thinking!” “The first event I have been to and found it interesting and thought provoking. Hope to be back. Thank you.”

Design in Public Service (3) Outcomes and outputs from the workshop include: The establishment of a ‘Virtual Design Lab’. Since the workshop the University have been working with the Probation Service on a new design for the ‘Offender Services Unit’

Use of New Technologies in L&M Training This workshop featured inputs on: (i) the use of a virtual ‘Community of Practice’; (ii) Social Networking Media in Training and (iii) the use of a VLE in training The event was hosted by Boston College The presenters were:  Chris Donkin (Facilitator for the Compact)  Nicola Marshall (University of Lincoln)  Andy Brookes (Lincolnshire County Council)

New Tech in L&M Training (2) Comments from delegates attending the workshop included: “Thanks for an interesting & stimulating workshop - I look forward to more sharing & working together on the community of practice.” “Suggest we (LCC) offer to demonstrate our VLE 'Lincs2learn' to anyone interested in finding out more. An excellent workshop, good exchange of views, could have done with more time.” “Would like more about how an organisation has used VLE in practice to deliver/support L& M & T & D programmes generally. Gave me lots of feed for thought.” “Emphasis on Social networking. Additional technologies may have been available. I really enjoyed this morning, I had a great experience and learned a lot. This was a great starting point.”

New Tech in L&M Training (3) Outcomes and outputs from the workshop include: The Compact L&M Theme Group commissioned a presentation from a company supplying VLEs. This input was delivered by Learning Nexus at the December meeting and the resources are available on the Compact web site The Community of Practice continues to facilitate discussions and exchange of ideas between Compact members Some Compact member organisations are investigating the possible use of Social Networking media

Innovation in Leadership and Management This workshop had a focus on the imperative to ‘keep innovation high on the agenda in times of austerity’ The event was hosted by East Lindsey District Council The presenters were:  Tony Lascelles (East Lindsey District Council)  Sara Belton (Lincoln College)  Andy Brookes (Lincolnshire County Council)

Innovation in L&M (2) Comments from delegates attending the workshop included: “An excellent opportunity to collaborate. Confirmed what I thought about 'Pressures' being placed on HR/LD in Public Sector and the appropriateness of the FE response” “Good ! I particularly the innovation and styles of leadership. I would like private sector companies to come in and talk. A shared approach or training/evaluation/ ROI provider would be a good idea.” “Useful to hear about the challenges others are facing and how they are approaching them.” “Interesting to take time out of workplace and react with other colleagues. Would be good to think next year (as discussed) about how we take outcomes as part of our CPD and challenge ourselves to take them back to the workplace and our role in our organisation. Thank you”

Innovation in L&M (3) Outcomes and outputs from the workshop include: The resources from the event are available from the Compact web site for download Compact member organisations now aware of how the FE fraternity can respond to requests for ‘tailored’ L&M training – and how they can help member organisations to be innovative

Moving Forward The Compact recognises that the dissemination of good practice is central to the promotion of subsequent effective partnership working The L&M Group was constituted as a ‘task and finish’ group and it has now ‘finished its task’ The L&M Group members will continue to support Good Practice Events through membership of the L&D Group
