3 Hwy 97 – Carson to Fox Mountain Road Four Lanning  Safety issues exists on Highway 97 between Carson Drive and Mackenzie Avenue  Safety concerns at Toop Road intersection with Highway 97 Traffic Statistics (between Carson and Mackenzie): Collisions (2003 to 2012): 2 fatalities, 27 injuries, 43 property-damage-only Most Common Type of Collision: 36% - 90° intersection type 14% - Off-road right and Off-road left 13% - Rear-end 37% - Other

4 Hwy 97 – Carson to Fox Mountain Road Four Lanning Contributing Factors to Collisions:  Driver Expectations due to speed change in the Transition Zone  Intersection Spacing and Configuration Current Spacing between Carson and Toop = 245m TAC Standard Spacing recommended minimum spacing between two signalized intersections is 500m based on 70 km/h

5 Hwy 97 – Carson to Fox Mountain Road Four Lanning  This project is part of the Phase 2 Cariboo Connector commitment to 4 lane 440kms from Cache Creek to Prince George  Design and construct 1.5 kms of Highway 97 between Carson Drive and Fox Mountain Road  Upgrade and improve 2 intersections  Access management Carson Drive and Toop Road

6 Hwy 97 – Carson to Fox Mountain Road Four Lanning  Address safety for pedestrians, cyclist and vehicle operators  To accommodate for future traffic growth over the 25 year design horizon  Improve mobility  Increased lane capacity  Improved turning movements  Longer left turn lanes and right turn lanes at intersections  Upgrade and improve intersection  Improve access to local street network providing access to schools and to the Cariboo Memorial Hospital  Improved lighting

8 Hwy 97 – Carson to Fox Mountain Road Four Lanning  2012 MoTI Consulted with City to Review the Planning Study  June 2012 USL completed planning study 13 options were developed 6 advanced to further analysis and evaluated using the Multiple Account Evaluation Method  June 2012 MoTI and the City of Williams Lake held a Planning Open House 2 Preferred options were presented to the Community  October 2012 MoTI retained Binnie and Associates and held an Initiation meeting to review the project scope and objectives  February 2013 Binnie presented Conceptual options that included elements from the previous planning report Concepts were reviewed by the Project Team  February 2013 MoTI Presented Conceptual Designs to the City Council

9 Hwy 97 – Carson to Fox Mountain Road Four Lanning  April 2013 an independent Engineering Firm McElhanney Consulting Services and EVM Project Services Ltd. completed a Value Analysis Study  April 2013 the Value Analysis reviewed 2 options The VA team recommended Option 2, with access management alternatives This then moved forward to the next stage of design  May 2013 MoTI Reviewed Design with City of Williams Lake

10 Hwy 97 – Carson to Fox Mountain Road Four Lanning 1.Maintains full movement signalized intersection 2.Protected T- intersection at Toop Road 3.McKinnon Road connection to Carson Drive will remain 4.Toop intersection will accommodate the eastbound to northbound left turn movement 5.The grade of Carson Drive will be slightly worse than existing conditions 6.Businesses on North Broadway will enter and exit directly into the bulbed intersection Option 1: Retain Signalised Intersection at Carson Drive

11 Hwy 97 – Carson to Fox Mountain Road Four Lanning 1.Relocation of the existing signalized intersection at Carson Drive to Toop Road 2.Partial T-intersection at Carson Drive 3.Full movement intersection at Toop where approach grades on the highway are flatter 4.McKinnon road connection to Carson Drive will remain and be improved 5.No pedestrian crossing at Carson 6.Impact on residential properties Option 2: Relocate the Signalized intersection to Toop Road

12 Hwy 97 – Carson to Fox Mountain Road Four Lanning VAP #9: Pro’s and Cons of local road alternative on west side of Toop 1.Provides traffic distribution on two collectors rather than just one 2.Direct emergency access to hospital 3.Solves close intersection spacing issues 4.Allows network continuity across the highway 5.No impact to Carson park and ride

14 Hwy 97 – Carson to Fox Mountain Road Four Lanning  After reviewing the two concepts with CoW, City Council endorced the relocation of the signalized intersection to Toop Road  June 2013 held a 2 nd Open House to present the intersection relocation to the community

15 Hwy 97 – Carson to Fox Mountain Road Four Lanning  July 2013 MoTI met with City to review feedback from the Community and decided to proceed with a 3 rd Open House to show Johnson connection  August 2013 City held 3 rd Open House
