9  Current Plan adopted in 2006.  Chapter 5, Land Use, amended in 2010 to include Urban Growth Boundary & Future Land Use Map.  Current City Zoning Ordinance was adopted in 2012. It is consistent with the Comp Plan and compliant with WV State Code, Chapter 8A.  The City’s first Subdivision/Land Development Ordinance was also adopted in 2012. It is also consistent with the Comp Plan and compliant with WV State Code, Chapter 8A.

11  It recognizes the need to strengthen and preserve the integrity of Charles Town’s urban core of “Old Town Charles Town”.  In addition, Charles Town’s future land use strategy is to sustainably manage its growth through an Urban Growth Boundary (UGB).  The Future Land Use Plan is a key determinant of public infrastructure needs and requirements.

12  Land Use goals:  Establish an official land use plan and evaluate existing zoning regulations to ensure compatibility.  Provide for a diversity of land use types that are sustainable for the overall prosperity of the City.  Plan for land use patterns.  Promote economic development with particular emphasis on our heritage, tourism, entertainment, medical, knowledge, hi-tech, and clean industry business sectors.  Encourage neighborhoods, both new and existing, that foster community pride.

13  In 2013, the City will prepare a transportation plan that will expand on Chapter 6, Transportation, of the Comp Plan.  City staff will work with HEPMO, the City of Ranson and Jefferson County staff to better understand future plans and areas of concern for property outside of the City limits.
