3 What is a Neighbourhood Plan? A set of statutory planning policies which Herefordshire Council must use when making decisions about Breinton Has more weight than Supplementary Planning Guidance ever has A local addition to Herefordshire’s Core Strategy / Local Plan and the National Planning Policy Framework

4 Why have a Neighbourhood Plan? To give extra influence on planning decisions in Breinton in future Three Plans: Breinton’s Neighbourhood Plan – once made, it is of equal weight to the Local Plan Herefordshire’s Local Plan – underway currently The National Planning Policy Framework – recently revised.

5 Continuing why have a Neighbourhood Plan? To give a vision for Breinton up to 2031 A suggested objective: To conserve Breinton as an essentially rural parish – a green lung for Hereford

6 What a Neighbourhood Plan for Breinton can do 1.Decide where and what type of development should happen 2.Decide what this should look like 3.Promote development in line with Herefordshire’s Local Plan 4.Include detailed planning policies for the use and development of land

7 A Neighbourhood Plan cannot 1.Conflict with policies in the Local Plan or the National Planning Policy Framework 2.Be used to stop development – it has to be positively prepared 3.Be produced by anyone other than the Parish Council 4.Include countywide matters such as waste disposal, mineral extraction ……….

8 A Neighbourhood Plan must…. 1.Have regard to national policy 2.Be in general conformity with strategic policies in the Local Plan 3.Contribute to sustainable development 4.Have regard to the desirability of preserving and enhancing listed buildings and conservation areas 5.Be compatible with any European obligations

9 How to make a Neighbourhood Plan 1.Neighbourhood Area designation 2.Get funding 3.Draft policies 4.Six weeks statutory consultation 5.Modify policies if required 6.Submit Plan to Herefordshire Council 7.Six week statutory consultation 8.Examination in Public – modify? 9.Referendum 10.Neighbourhood Plan ‘made’ by Breinton & Herefordshire Councils

10 What is the timetable? January - Breinton designated as a Neighbourhood Plan area May - Aim to have draft policies June / July - Six weeks consultation August – Reconsider policies September - Parish Council agree Plan October - Plan submitted to Herefordshire Council Six week consultation Examination in Public – modify? Referendum Neighbourhood Plan is made

11 Who pays? Up to £7000 Government grant Herefordshire Council has £30,000 How will Breinton’s grant be used? 1.Meetings like this one, publicity.. 2.Planning consultants to: Turn issues into policies Provide options Guide us through the process Ensure that the statutory requirements are met

12 What Herefordshire Council does? £5000 for: Designating a Neighbourhood Area Advice - sustainability scoping etc. Duty to support – give information Consulting statutory bodies £5000 for: Agreeing basic conditions etc. Consulting on the draft Plan Appoint an independent examiner Run the Referendum – date, advert £20000 for: Making the Neighbourhood Plan Using it

13 How you can help 1.Provide ideas for planning policies 2.Volunteer for the steering group 3.Volunteer to discuss a particular issue with other residents 4.Tell your friends and neighbours 5.Set up or join a house group 6.Take part in both consultations 7.Vote in the referendum

14 Where do we go from here? May A second public meeting to discuss the Draft Plan June / July A third public meeting during the six week consultation period September / October A final public meeting on what is being submitted to Herefordshire Council Remember – you can attend all Parish Council meetings
