Basic Principles of the BnB UDHR Article 21 - Everyone has the right to take part in the government of his country, directly or through freely chosen representatives working for free, fair, clean, and credible elections Looks at critical aspects of the election process Looks at the performance of the key players in the elections

Responsibility Centers 1.Chairman and Secretary General presenting the report to the public 2.National Council acting as Oversight Committee to review and approve BB Reports before these are released 3.Three Teams at NAMFREL National Operations 1 Operations 2 Research of National Situation 4.Provincial Chairperson mobilizing BB observers (recruitment and performance monitoring), organizing data, and supervising submission at the appointed time ; releases reports at the provincial level where appropriate 5.Provincial BB Teams (2-4 people) in each province consolidating data and writing reports 6.(Municipal and City Chairpersons mobilizing BB Ground Observers – where applicable) 7.Local Observers – ground Bantay ng Bayan securing data.
