New Mexico ARES Support Drill Player Handbook Exercise Summary General The purpose of this exercise is to evaluate player actions against current response plans and capabilities for a national emergency facilitating the use of the National EAS system response. The purpose of this handbook is to provide the exercise players with the information required for them to participate effectively in the exercise. This information will be discussed at the player briefings/orientations prior to the start of exercise play. Players are encouraged to ask questions concerning their roles, responsibilities and rules of exercise play. Exercise Objectives The Exercise Planning Team selected objectives that focus on evaluating emergency response procedures, identifying areas for improvement, and achieving a collaborative attitude. This exercise will focus on the following objectives: Communications. Test the ability of local emergency management offices and ARES districts to relay messages to the NM EOC via alternate forms of communications. Emergency Operations Center (EOC) Management. Exercise the NMDHSEM’s ability to receive emergency notifications by alternate forms of communications. Player Guidelines During the Exercise Respond to exercise events and information as if the emergency were real, unless otherwise directed by an exercise controller. All exercise communications via radio will begin and end with the phrase If “This is an exercise.” This precaution is taken so that anyone who overhears the conversation will not mistake exercise play for a real-world emergency. After the Exercise Participate in the informal debriefing with the controllers and evaluators. Complete the Participant Feedback Form. This form allows you to comment candidly on emergency response activities and exercise effectiveness. Provide the completed form to a controller or evaluator. General Information Exercise Participants Players are agency personnel who have an active role in responding to the simulated emergency and perform their regular roles and responsibilities during the exercise. Players initiate actions that will respond to and mitigate the simulated emergency. The Exercise Director has overall responsibility for the planning, conduct, and evaluation of the exercise. The Exercise Director is assisted by the Senior Controller, who is the lead representative of the Exercise Support Team. The Exercise Director will conduct the Hotwash at the conclusion of the exercise. The Senior Controller will monitor progress of the exercise from exercise site controllers/evaluators. This individual assists the Exercise Director. Controllers/Evaluators monitor the pace of exercise play and observe the exercise to determine if and how the objectives were met. Observers. Observers visit or view selected segments of the exercise. Observers do not play in the exercise, nor do they perform any control or evaluation functions.
