Functional Classification Roadways grouped in a hierarchy based on type of service they provide Select classification from drop-down menu ADT (Average Daily Traffic) Vehicular Traffic Design Year – (20 years after opening year) Daily Hourly Volume (DHV) Proportion of traffic moving in the peak direction during the design hour 12 Categorical Exclusion Training Class
13
Truck Percentage Truck traffic as a percentage of total traffic Setting & Topography Select appropriate answer from drop-down menu 13 Categorical Exclusion Training Class
14
Existing & proposed roadway design criteria Existing design compared to proposed Design criteria provides a basis to evaluate potential environmental impacts Identify what criteria is expected to be implemented, if the design is uncertain If more than one roadway impacted, Ellis will need to include each one accordingly Number of lanes Turning, climbing, and through lanes 14 Categorical Exclusion Training Class
15
Design Speed Speed facility is designed to accommodate Legal Speed Posted legal speed limit Type of lanes Identify appropriate type of lanes Through or two-way left-turn lane (TWLTL) Pavement, shoulder, median & sidewalk width Existing width and required width as per the L&D manual for proposed 15 Categorical Exclusion Training Class

Maintenance of Traffic Categorical Exclusion Training Class
23
Answer all drop-downs appropriately Discuss proposed temporary roadway, lane closures and/or detours anticipated during construction Include references to specific applicable policies Specify how proposed maintenance of traffic will impact the local community EMS, fire, police, schools, business access, etc. 23 Categorical Exclusion Training Class
24
Remarks Specify how the general public, safety services, and local government will be made aware of the closure and subsequent detour State who is responsible for issuing the notice Discussed at PI meeting, if known For a more complex MOT, more advanced notice will be required List environmental commitments Answer yes in the drop-down to generate table 24 Categorical Exclusion Training Class
25
Remarks Be clear and concise Avoid Confusion!!! 25 Categorical Exclusion Training Class
26
Example 26 Maintenance of traffic will be handled in four phases. During Phase One SR 999 will be reconstructed north of SR 45. SR 999 will be closed north of SR 45. The detour will utilize SR 328 to US 25 then back to SR 999 (final MOT map will not be available until Stage 2 Design Plans). During the time special provisions will be made for the property owners to access their homes. Essentially, the single residential property owner has two driveways. During the entire construction of the project, at least one drive will be available at all times. During Phases Two & three, SR 999 intersection will be reconstructed. Traffic will be maintained with part width and the use of signals. During Phase Four, SR 999 south of the intersection will be constructed. SR 999 will be closed. The detour will include SR 328 to US 55 and back to SR 999. There are not through-traffic dependent businesses or festivals needing accommodations or special provisions. Also, locals, and emergency vehicles will utilize township and county roads as needed. A news release will be provided 2 weeks before construction begins in order to notify the local’s. Right-of-Way & Utilities Categorical Exclusion Training Class

Right-of-Way & Utilities Right-of-Way (ROW) acquisition figures Temporary & permanent ROW listed separately Answer utility questions List specific utilities impacted Utility coordination typically an on-going commitment 29 Categorical Exclusion Training Class
30
Remarks 30 Discuss: Where right-of-way impacts will occur Is it primarily strip takes; is it takes from residences, businesses, etc. Identify all utilities impacted List environmental commitments Categorical Exclusion Training Class
31
Example 31 Estimated right-of-way needed for the project is based on preliminary drawings and construction limits. Approximately 10.25 acres (12 parcels from 9 owners) is expected to be acquired from land owners in Westmoreland County and 4.045 acres (62 parcels from 55 owners) is expected to be acquired from land owners in Eastern County. Strip right-of-way approximately 1.85 acres will be acquired from the Madison Park owned and operated by the MetroParks of Westmoreland County. All utilities shown on the project plans or located during project construction will be relocated or adjusted by the owner of the utility. The project may require the relocation of the following utilities: electric, gas, telephone, water, cable, and sewer. All utility work shall be coordinated between the contractor and the utility owners in such a way as to avoid and/or minimize any inconvenience to potentially affected customers. All utility work not included in this contract shall be performed by the affected utility owner or its contractor and will be compliant with ODOT roadway design standards. Utility work will be ongoing throughout construction of the project. Categorical Exclusion Training Class
