BRIEF SUMMARY WMO Gender Policy was adopted by the 15th WMO Congress in 2007 In 2009, South African Weather Service (SAWS) in agreement with the WMO Secretariat seconded a Gender expert to facilitate and assist in implementation of the policy The Gender Mainstreaming Framework was drafted and presented at the EC Advisory Panel of Experts on Gender Mainstreaming meeting Review on implementation of gender mainstreaming policy by the WMO Secretariat conducted EC Advisory Panel of Experts on Gender Mainstreaming held it first meeting February 2010

PURPOSE OF THE MEETING Review the WMO Gender Policy
Report on the WMO Secretariat Gender Mainstreaming implementation review Present the Gender Mainstreaming Framework and implementation tools Align the gender mainstreaming implementation plans with the WMO Strategic plan Prepare for reporting at the EC-LXII meeting Based on feedback from the Presidents of Technical Commissions (PTC) they prefer that General TOR of TC’s be retained as per WMO Convention and Regulations Specific TC TOR not make direct reference to ER’s as these may change requiring more frequent change TC Operating Plans should reflect alignment to ER’s and clearly show link of e.g. Expert Teams to ER’s The template provided is one used by the Secretariat to arrive at the RBB proposal. TC’s are encouraged to use those parts applicable to them (with assistance of the Secretariat). The ER’s that should be targeted are those where the TC makes the biggest contribution (recognizing that most ER’s are crosscutting and there is potentially contribution to all ER’s. This arrangement should assist with Monitoring and Evaluation

The meeting came out with five recommendations as follows: Panel membership Panel membership be increased from current 8 members The additional members to take into consideration male gender representation Membership to also have include RAs and TCs representation and WMO Secretariat representation Based on feedback from the Presidents of Technical Commissions (PTC) they prefer that General TOR of TC’s be retained as per WMO Convention and Regulations Specific TC TOR not make direct reference to ER’s as these may change requiring more frequent change TC Operating Plans should reflect alignment to ER’s and clearly show link of e.g. Expert Teams to ER’s The template provided is one used by the Secretariat to arrive at the RBB proposal. Coordination and Management of Gender Mainstreaming Gender Expert position within the Secretariat be filled to facilitate implementation of the activities In the interim: Members assist WMO Secretariat with resources to facilitate secondment of official(s) to continue with gender mainstreaming activities ( draft work plan and activities informed by the 1st meeting held in Feb’ 2010) WMO constituent bodies appoint gender focal points that will liaise with EC Panel of Experts through the Gender Expert ( to facilitate implementation and reporting) Based on feedback from the Presidents of Technical Commissions (PTC) they prefer that General TOR of TC’s be retained as per WMO Convention and Regulations Specific TC TOR not make direct reference to ER’s as these may change requiring more frequent change TC Operating Plans should reflect alignment to ER’s and clearly show link of e.g. Expert Teams to ER’s The template provided is one used by the Secretariat to arrive at the RBB proposal. Information Management and Communication Gender page in the WMO website be made more visible and easily accessible from the main page Gender mainstreaming be a standing agenda item in all WMO and constituent bodies meetings The WMO strategic plan ( ) should include specific reference to gender mainstreaming generally and specifically in Expected Result 6 in particular for developing and least developed countries Based on feedback from the Presidents of Technical Commissions (PTC) they prefer that General TOR of TC’s be retained as per WMO Convention and Regulations Specific TC TOR not make direct reference to ER’s as these may change requiring more frequent change TC Operating Plans should reflect alignment to ER’s and clearly show link of e.g. Expert Teams to ER’s The template provided is one used by the Secretariat to arrive at the RBB proposal. Monitoring and Evaluation Gender component be included on the WMO Country Wide Database (to monitor participation and representation by gender) PRs promoting implementation of and reporting on gender mainstreaming activities at NMHS in line with their national gender equity and equality policies RAs and TCs report on Gender Mainstreaming activities Detailed report is available as follows: and referred to in the Gender Doc 8.3.
