CE-Marking 2008 Technical Advisory Service

CE Marking The Directive for building products (DPC) Aims of the CE marking The ways to obtain the CE marking Tasks to do and levels of certification CE marking CE marking of the glass products In practice

Directive « CPD » 89/106/CEE 6 essential requirements : -mechanical resistance and stability -safety in case of fire -hygiene, health, environment -safety in use -sound protection -energy insulation Glass Mandate to draft EN standards (TC 129 : glass in building) European Open market (1975) Same product evaluation base in Europe The Directive for building products (DPC)

CPD = European Directive (1988) Applied in the national regulations of the European Union Members Belgium : Royal Decree 19-08-1998 The European Community checks the uniformity of this application The Directive for building products (DPC)

The CPD offers An harmonized system for the technical specifications A common attestation of conformity system for the technical specifications A structure of acknowledged organisms The CE marking of products The Directive for building products (DPC)

The CE Marking The Directive for building products (DPC) Aims of the CE marking The ways to obtain the CE marking Tasks to do and levels of certification CE marking CE marking of the glass products In practice

What is CE marking ? Official definitifion: the CE marking represents the fact that a product is accurate with all the DPC applications regulations Pratical definition: a passport allowing the product to go over all european borders Aims of the CE Marking

CE Marking The Directive for building products (DPC) Aims of the CE marking The ways to obtain the CE marking Tasks to do and levels of certification CE marking CE marking of the glass products In practice

CE Marking Transposition into national laws Harmonized standards Mandates for CEN CE Marking (ETAG) National procedure for ETA Transposition into national laws ETAG guides Mandates for EOTA CE Marking Interpretative Documents CPD transposition in the national laws for basic principles and structures The ways to obtain the CE marking CUAP (EOTA)

CEN : - Harmonized standards of products (hEN) - Support standards (EN, f.e. trials and calculation systems, evaluation of the conformity) EOTA : - Development of European Technical Agreement Guides (ETAG) - Give ETA based on ETAG or via CUAP The ways to obtain the CE marking

The CE Marking The Directive for building products (DPC) Aims of the CE marking The ways to obtain the CE marking Tasks to do and levels of certification CE marking CE marking of the glass products In practice

Standard hEN : Evaluation of conformity Establishes the links between : - the application of the product (Intended Use) - the declared characteristics (or not) - the level of attestation system Specifies the producer’s role and the role of the organisms of control (Notified Bodies) Tasks to do and levels of certification

Standard hEN : Evaluation of conformity Defines the Initial Type Test and the way of establishing the conformity of the manufactured product Defines the Factory Production Control Contains the Appendix ZA which becomes obligatory after the edition of the Official Paper and gives practical details of the CE Marking Tasks to do and levels of certification

Initial type testing (evaluation) Test on manufactured samples Audit test on samples Internal control of production Initial inspection of manufacturing and internal control by a notified body Continuous supervision, evaluation and judgement of the internal control of manufacturing by a notified body Tasks to do Tasks to do and levels of certification

4 levels of certification are foreseen According to the level, the tasks to be done by the notified body are more or less important Tasks to do and levels of certification Levels of certification

Tasks to do and levels of certification 1+12+234 Tasks for the producer 1. Factory Production Control (FPC) yes 2. Test on samples yes xxx 3. Initial Type Testing (ITT) xxyes x Tasks for the notified body 4. Initial Type Testing (ITT) yes xx x 5. Initial inspecion of FPC yes xx 6. Inspection of FPC yes xxx 7. Test on samples from the factory yesxxxxx

Notified body Organism of certification, inspection and test laboratory approved by a state member of the E.U. for a specific work Notified by a state member of the EU Published by the European Committee Tasks to do and levels of certification

The CE Marking The Directive for building products (DPC) Aims of the CE marking The ways to obtain the CE marking Tasks to do and levels of certification CE marking CE marking of the glass products In practice

The CE Marking Represents the fact that the product fulfils the DPC’s requirements, as mentioned in the different harmonized standards or the ETA’s Indicates that the product has been properly evaluated regarding the conformity contained in the CPD

0123 CE Sign of conformity Identification of the notified organism Any Company The registered address Any Factory Year 99 0123-CPD-0456 EN 197-1 CEM I 42,5R Identification of the producer Registered address of the producer Name or identification of the plant of manufacturing Year Identification of the certificate of conformity Reference of the European Standard Type and class of the product The CE Marking Datas to indicate

Apposition of the CE Marking How ? - Visibly - Readable - In order to be indelebile Where ? - Directly on the product - On a fixed label - On the packaging - On the commercial delivery documents -On a website The CE Marking
