Misconduct - Caution Caution players and bench personnel for: – Entering or leaving field without permission. – Persistent infringement of the rules. – Objecting to decisions of the official (dissent) – Incidental vulgar or profane language. – Use of video replays or communication devices during game or intervals to assist coaching. – Use of tobacco products. Misconduct - Caution Unsporting conduct: – Coaching outside team area – Unnecessary delay – Holding by pulling jersey – Deliberate verbal tactics – Encroachment – Deliberate handball to stop an attack/play – Deliberate handball to stop a goal (goal scored) – Tactical fouls – Faking and injury / faking a foul. Rule 12 – Fouls and Misconduct

3. Misconduct - Caution Unsporting conduct: – Reckless play – Illegally equipped player – Any delayed, excessive or prolonged act(s)by which a player(s) attempts to focus attention upon him/herself and/or prohibits a timely restart of the game Rule 12 – Fouls and Misconduct

Misconduct - Caution Penalty for Caution: – Cautioned player MUST leave the field and MAY be replaced. – May return at next legal substitution opportunity. – If decide to play short, may not be replaced until next available substitution opportunity. – REMBEMBER MECHANICS: Stop clock (with signal). Display card to player. Notify player, both coaches, partner and scorer. Restart play (with whistle and signal) and start clock. Rule 12 – Fouls and Misconduct

Misconduct - 2 nd Caution Penalty for Second Caution Disqualification: – Player MUST leave the field and MAY NOT be replaced. – Team plays short – NO Disqualification form is needed – REMBEMBER MECHANICS: Stop clock (with signal). 7. Misconduct – Denying Obvious Goal Scoring Opportunity Disqualification Yellow & Red (NJ Modification) Disqualify (red and yellow card) players: – Denying Obvious Goal Scoring Opportunity by Direct Free Kick Fouls including “Handball” Rule 12 – Fouls and Misconduct NJSIAA Modification for 2012

Misconduct – DOGSO Disqualification Y & R Penalty for Yellow & Red disqualification: – Player MUST leave the field and NOT replaced – Team plays short – NO Disqualification form – The DQ does not affect State Tournament eligibility – No additional penalty to player – REMEMBER MECHANICS – same as yellow card Stop clock Show red and yellow cards simultaneously in two hands Notify coaches and fellow officials Rule 12 – Fouls and Misconduct

Misconduct – Denying Obvious Goal Scoring Opportunity Remember, for simultaneous offenses we punish the more serious offense thus: DOGSO by a simple, careless slide tackle that trips the opponent = DQ Y & R DOGSO by a violent, two footed, slide tackle that trips an opponent = DQ Red Card Rule 12 – Fouls and Misconduct

10. DOGSO REVIEW Number of Defenders Distance to Goal Distance to Ball Direction of Play In order for a player to be disqualified for denying an obvious goal-scoring opportunity by an offense punishable by a free kick or penalty kick, foul elements must be present. If any of these “4 D’s” are missing, there cannot be a disqualification for DOGSO. The “4 D’s”

11. DOGSO: 4 D Definitions 1) Number of Defenders -- not more than one other defender (usually the GK) between the foul and the goal, not counting the defender committing the foul 2) Distance to goal -- the closer the foul is to the goal, the more likely it is an “obvious” goal scoring opportunity 3) Distance to ball -- the attacker must have been close enough to the ball at the time of the foul to have continued playing the ball 4) Direction of play -- the attacker must have been moving toward the goal (not the goal line) at the time the foul was committed.

12. DOGSO In other words, the referee must answer YES to the following 4D questions… 1. Defenders? Did the area between the attacker and the goal have fewer than two nearby defenders who were able to become involved? 2. Distance to Goal? Was the foul committed near the goal? The farther from goal, the less likely it is that an “obvious” goal scoring opportunity existed? 3. Distance to Ball? Was the ball within a reasonable distance to the attacker playing the ball? 4.Direction of attack? Was the attacker running directly towards the goal? (and not away from the goal at an angle – e.g. towards the corner flag).

Misconduct – Disqualification Red Card Disqualify (red card), players or bench personnel for: – Exhibiting violent conduct. – Committing serious foul play - any direct free kick foul where disproportionate or unnecessary force was used when playing for the ball against an opponent. – Taunting – Spitting at another person. – Using insulting, offensive or abusive language or gestures. – Leaving team area to enter field to participate in a fight or altercation Rule 12 – Fouls and Misconduct

Misconduct – Disqualification Red Taunting Use of word or act to incite or degrade an opposing player,coach, referee or other individual When a coach makes a negative comment toward/at the referee when is it dissent? When is the coach inciting or degrading the referee? What might be an example of dissent vs taunting? Rule 12 – Fouls and Misconduct

Misconduct – Disqualification Red Difference between Serious Foul Play versus Violent Conduct: – Serious Foul Play must meet the requirements for a FOUL and must be committed during a challenge for the ball. That is: On the field; ball in play; between opponents (players) playing for the ball. – Violent Conduct can be committed by anyone at anytime, anywhere and against anyone. 19. Misconduct – Handling Coaches NJSIAA Handbook for Officials Coach may be cautioned / disqualified for team misconduct that cannot be attributed to a specific individual. Disqualified coach shall leave playing area and prohibited from further contact with team. – Failure to comply – termination. – Note: if no other coach or responsible adult is available, the disqualified coach may move to an area away from the team but where the coach may observe the team and be responsible for the safety of the team.
