The UN in Somaliland There are currently 18 members of the UN Country Team with permanent offices in Somaliland: UNDP, DSS, FAO, UN-HABITAT, ICAO, IOM, OCHA, UNESCO, UNFPA, UNHCR, UNICEF, UNOPS, UNPOS, WFP, WHO, UNCDF, UNMAS and UNIDO. Non-resident agencies include: UNODC, ILO, UNAIDS and UN WOMEN 2

3 The UNSAS The United Nations Somali Assistance Strategy (UNSAS) provides a five-year framework for the UN’s development work as well as the humanitarian, transitional and recovery assistance. The UNSAS is premised on the need for a longer-term commitment to Somaliland and provides a strategy, as well as the time and space to focus on the longer-term needs and aspirations of the Somaliland people, for greater development support.

UNSAS Vision 4 Somaliland people make progress towards peace and the Millennium Development Goals through equitable economic development and are supported to achieve their human rights by inclusive and accountable, self sufficient government.

UNSAS Outcomes 1) Social Services: Somali people have equitable access to basic services 2) Poverty reduction and livelihoods: Somali people benefit from poverty reduction through improved livelihoods, decent work, equitable and sustainable economic development 3) Good governance and human security: Somali people live in a stable environment where the rule of law is respected and rights based development is pursued for everyone.

7 A Milestone is a significant achievement that can be achieved by all outcome team members, working together in a joint manner and represents progress towards the sub-outcome. The Milestones are priority goals of national importance – where a range of UN agencies and the national partners are working together to realise a change in 2011. The Milestones are related to what the UN is good at, and the UN’s strengths in that particular context. Milestones

Forum objectives To strengthen meaningful dialogue between GoSLD officials and UN personnel – we can talk together! To have a practical discussion about Somaliland laws and policies and the framework of international law and standards for UN operations; To help to improve operational efficiency on the ground; and To strengthen the mutual understanding of the interests, rights and responsibilities of GoSLD and the UN.

Expected forum outcomes – Written Outcome Note setting out a common understanding of the applicable legal framework and how the UN and GoSL can work together within that framework. – Create a central repository of relevant legal documents.
