Collaborative Process Illinois State Board and Governor’s Office convened stakeholders. Pressure from legislators, and others to submit competitive Race to the Top grant. Urgency created – unprecedented cooperation amongst all groups

PRIORITY ONE – IEA’s Guide Developed by joint staff/governance group What IEA is for around quality issues Approved by the Board of Directors and the RA Guided our work in collaborating with state and Governor’s Office

Key Components Student growth data will be used to inform teacher evaluation ◦Multiple measures must be used ◦State test is not a growth model – not used Joint labor/management committee to work together as equals in determining substance of local plans If joint committee cannot reach agreement the areas of disagreement default to state plan

Other Components of the State Plan Default to areas of disagreement If a district and its union default to the state plan, 50% of the teacher evaluation’s is based on student growth

The State Plan Designed by the Performance Evaluation Advisory Committee – stakeholder involvement and national experts Develop guidelines about student attendance, mobility etc.

More Performance Evaluation Legislation All evaluators must pass an independently developed pre-qualified assessment before they can complete evaluations. All evaluators must be trained. Barrier to peer evaluation is removed Is allowed if union agrees.

Evaluation Legislation Evaluation Legislation Beginning 2012-2013 school year: ◦4 ratings categories for tenured teachers (adds “needs improvement” and changes “satisfactory” to “proficient”) ◦Professional development plan for tenured teacher receiving “needs improvement” ◦Formative evaluation of tenured teacher receiving “needs improvement” in subsequent year; summative evaluation remains on cycle Illinois Education Association8

Other Components of the Legislation An outside study must be completed on the effectiveness of using student growth in evaluation by 2014. Full implementation cannot occur unless there is sustainable and adequate funding. ISBE fulfills all of its responsibilities which include a climate survey at the building level to assess working conditions

Timeline Super LEA’s – Priority Schools 2011 -2012 ◦A group of districts and unions that agreed to bolder reforms at a faster pace RTTT districts – 2012 – 2013 20% lowest performing – 2015 -2016 All remaining districts – 2016 - 2017

Implementation Strategy Super LEA’s SIG grants to support evaluation work Partnership between CEC and TNTP to support early adopters. IEA to support locals
