1 EC VISIBILITY REQUIREMENTS LOCAL INTEGRATION OF REFUGEES IN BELARUS, MOLDOVA AND UKRAINE

2 WHY IT IS IMPORTANT Art. 6 UNHCR-EC project contract: “… Information given to the press, the beneficiaries of an Action, all related publicity material, official notices, reports and publications, shall acknowledge that the Action was carried out “with funding by the European Union” and shall display in an appropriate way the European logo (12 yellow stars on a blue background)

3 CONTRACTUAL OBLIGATIONS CHAPTER 6 (6 PARAS) SPECIFYING OBLIGATIONS WITH REGARD TO VISIBILITY INC: Size and prominence of the EU logo Emblems and stickers on the equipment Publications +disclaimer – printed and electronic Quote of the EC contribution in Euro EC has the right to publicize the information about the project as it deems necessary

4 CONTRACTUAL OBLIGATIONS UNHCR and project partners must mark project sites, equipment, publications and events financed or partly financed by the EU with the EU logo – COMPULSARY This concerns all project partners: international organisations, contractors and implementing partners

5 Financial and Administrative Framework Agreement (FAFA) 2003 - Funding relation between the UN and the EC is governed by FAFA - Art. 11&6 indicate that the UN should take all measures to publicize funding or co-funding by the EU - International organisations should be guided by the EC visibility guidelines but have some space to accommodate their own visibility requirements – always in coordination with the EC Press Officer

6 UNHCR visibility requirements UNHCR logo. “The project is funded by the European Commission” + “The project is implemented by the UN Refugee Agency”. Balanced references to the role of UNHCR in the project. Respect all UNHCR visibility requirements.

7 All communication and visibility activities should be coordinated with the EC Delegation. Visibility activities should be documented and details should be included in reporting (copies of publications, press releases, photos of posters, emblems, stickers, commemorations plaques) EU-UN COORDINATION

9 EU visual identity element: FLAG  The EU flag – must be prominently displayed. It is the main element of the European visual identity.  Pay attention to geometrical description, colour and background.  No alterations or additions to be made to flag.  The EU flag can be downloaded from http://ec.europa.eu/europeaid/work/visibility/index _en.htm

10 Publications: Disclaimer  The EU is not responsible for the content of publications, therefore the following disclaimer is needed: “This publication has been produced with the assistance of the European Union. The contents of this publication are the sole responsibility of … and can in no way be taken to reflect the views of the European Union.”

12 Press releases The template (in 4 languages) developed by RR Kyiv should be used. List of tips for writing a press release is an annex to the presentation. Press release should be cleared with the EC press office – BEFORE

13 Leaflets, Brochures and Newsletters  Leaflets: basic information, references, contact address.  Brochures: greater details, context, interviews with stakeholders & beneficiaries.  Newsletters: regularity, inform on the progress of an action.  All templates are available at http://ec.europa.eu/europeaid/work/visibility/index_en.h tm

14 Banners, stickers and promotional items  All equipment: “Provided with support of the EU” – in the operational/local language.  The EU logo should be displayed as prominently as other partners’ logos.  All promotional items: “European Union” + key messages, key phrases.

15 General statement on the EU for use “The European Union is made up of 27 Member States who have decided to gradually link together their know-how, resources and destinies. Together, during a period of enlargement of 50 years, they have built a zone of stability, democracy and sustainable development whilst maintaining cultural diversity, tolerance and individual freedoms. The European Union is committed to sharing its achievements and its values with countries and peoples beyond its borders.”
