2 Western Alliance The Western Alliance represents and partners with the cities of Greenleaf, Melba, Notus, Parma, Middleton, and Wilder in Canyon County and Grand View, Homedale, and Marsing in Owyhee County. Our agency partners are Idaho Department of Commerce and COSSA (Canyon Owyhee School Service Agency) Each city has two voting seats (a city and business representative) on our Governing Board and the two counties each have one voting seat. This structure assures that all the communities have both business and governmental input. Our agency partners are ex-officio members of the board Mission – To cultivate a diverse and strong local economy among communities in the Western Alliance Region (southwest Idaho) through community development and business services

5 2011 Accomplishments ACTIVITY REPORT - NOVEMBER 2010-November 2011 LORI CHURCH, Executive Director FUNDING PARTNERS Middleton was recruited to come on board with the Western Alliance in April of 2011 Now have ALL the smaller rural cities in Canyon and Owyhee Counties Idaho Power added Zion’s Bank added Forsgren Engineers added

BUSINESS START UP 5 new business startups – 1 each in Wilder, Parma, Greenleaf Middleton and Notus - 11 jobs created Assisting 5 businesses in their writing their business plans and locating financing to start a new business Assisted Wilder Golf Course in Marketing/website Connected new patent owner with business to manufacture product Assisted in promotion of Solar Company in Murphy Assisting a Parma Company to market their organic product within the Treasure Valley

BUSINESS RETENTION Parma/Roswell business - new ownership – 1 job retained 1 Homedale business new lease - 4 jobs retained Assisted 1Melba business in marketing and promotion to stay open – 4 jobs retained Assisted Grandview Business in refinancing funds – 2 jobs retained Attempted to assist Greenleaf Custom Meats in staying in business but they were unable to obtain the funding needed to take care of the debt. Trying to assist previous owner in obtaining it. 1 business relocating from Parma to Wilder in order to expand – 1 job retained Facilitating meetings with Business owners and SBA on financing

BUSINESS EXPANSION Working with Melba Valley Market to establish a Bank satellite branch Working with a Wilder manufacturing business to relocate into a warehouse and store front from his home shop Worked with 3 businesses in expansion and remodel funding sources Working with a Wilder business to relocate and expand to newly acquired property from home garage

9 Accomplishments cont. BUSINESS RECRUITMENT Met with Canyon County Commissioners after Tulare Ag Show visit and obtained 21 names of possible businesses wishing to come to the Treasure Valley. Set up a marketing committee of WAED Board members (Commissioner Rule included) and made phone calls, emailed and sent letters of invitation to ALL 21, but none were interested. Met with a business owner and letters were written to PUC and Office of Energy Resources for support of a Solar Company wishing to build a plant in Murphy. Assisting the owner of the West Valley Medical Clinic in Wilder to locate a pharmacy or another business in the remainder of the building. Spoke with Kevin LoPicollo about rezoning properties on Peckham Road Corridor to Commercial so that we will be ready if a manufacturing company would want to move to the area.

BUSINESS VISITS - 221 TOTAL Business site visits - to identify number and type of businesses to build up existing businesses and to attract value added businesses to visit as many businesses as possible to understand what they need to stay, thrive, and expand and how WAED might partner with them BUSINESS PROMOTION/MARKETING Produced the 1 st Annual Western Alliance Regional Directory to promote business-to-business purchasing/marketing and community-community support of area businesses. Working in partnership with Snake River Scenic Byways to produce a 2012 WAED Regional Directory Produced the 1 st Annual Western Alliance Newsletter Met with 2 businesses on website marketing Assisted in meeting with Parma Post and Pole and Damien Bard Idaho Department of Commerce International Business and Taiwanese Delegation to tour the plant Working to build a data base for commercial properties to be listed on Gem State Prospector.com for the WAED Region

STAFF TRAINING Scheduled and held a Gem State Prospector training with Dept. of Commerce for Western Alliance Board members Attended Northwest Community Development Institute – Boise - July Attended Idaho Rural Forum in Emmett - April Attended Idaho Rural Conference “Backyard Innovation” – Boise - July Attended Business Builders Conference - Boise Assisted with 2011 Comprehensive Economic Development Strategy Report for all WAED Communities Attended Idaho Non Profit Conference – Boise Attended Idaho Smart Growth Conference Attended “ Capital for a Day” in Melba Attended Idaho Rural ED DOC training with Lee Belt, WAED President Attended Idaho Economic Development Association Conference

GRANT ASSISTANCE Wilder Downtown Revitalization CDBG Grant Assisted with the Fundraiser put on in Wilder by Nunhem’s Seed- Ron Amarel Working on a grant for Grand View for a Business Kiosk AD Board to be located at the Boat Dock Working with Snake River Scenic Byway to develop map boards and kiosks for business marketing efforts RBEG Grant for WAED Marketing Directory Wilder Library District Bond funding and grant search

ORGANIZATIONAL COLLABORATION Held the 1 st WAED Annual meeting with Legislators in 12/2010 Member of Homedale Chamber of Commerce Member of Marsing Chamber of Commerce Member of Wilder Economic Development Council Member of COSSA Stakeholders Member of Snake River Scenic Byway Member of Regional Valley Transit Working with Middleton Chamber, ED Council and Access Middleton to combine efforts Continuing to attend City Council meeting within the Western Alliance Region when needed Spoke at Idaho Department of Labor - March Power Point Presentation at the Chinese Council on the Promotion of International Trade- June COSSA Business Technical Advisory Council Wilder Transportation Plan Committee Coordinating meeting for Employee Van Pool with Regional Valley Transit, Nunhem’s, CTI/SSI and COSSA Meeting and working with COSSA to develop Entrepreneur/Business Mentor Program Continue to complete monthly reports to Department of Commerce

14 Accomplishments cont. WAED ORGANIZATION Worked to establish Western Alliance as a stand-alone organization as a 501 C 6 Non Profit Entity Worked with Web Design Center to establish new Western Alliance website www.westernallianceed.org

15 2012 Goals WAED Development Marketing efforts to obtain funding partnerships with industry Marketing effort in production of a 2012 Regional Directory and business cards WAED Board development training Arrange leadership training, symposiums, continuing education, etc.

16 2012 Goals WAED Regional Business Training Work on Travel and tourism opportunities Business incentives (identify, organize, implement)for the WAED region Business network ( regional partners, industry etc.) networking (wine & cheese in Homedale last year), and rotating “Business Alliance” to provide a business-to-business forum for information and service exchanges WAED Regional Business and Community Development Promote “Operation Facelift” throughout the WAED Region To promote each community and each community’s businesses
