Background: the list of output fractions is quite comprehensive and it needs a deep knowledge of treatment processes to find the accurate fractions Solution: Review of list of OUTPUT fractions, do ‘smart lists’ Collect OUTPUT fractions used by WEEE Forum members in their reports (volunteers) Delete OUTPUT fractions not used / very limited used (2011) ‘Short lists’ for WEEE Input categories (default) ‘Material groups’ of OUTPUT fractions (optional) Sort choice of OUTPUT fractions by ‘Material groups’ (default) example

WF-RepTool ‘New features’ Renate Gabriel 15 WEEE Forum packages Background: OUTPUT fractions are handed over to traders, no information on next steps treatment, yields and use of fraction may be gathered Solution: common packages are available on the WEEE Forum server at present: power supply cables, motors – large, compressors those packages may be downloaded in the administration tool you may decide in general, if those packages may be used within the WF- RepTool or not

WF-RepTool ‘New features’ Renate Gabriel 16 Update on base of WEEE Dir. 2012 / WFD 2008 Background: the new WEEE Directive 2012 does not provide own R&R definitions, it refers to Waste Framework Directive 2008 new definitions for ‘recycling’ (reprocessed into product …, not backfilling), ‘backfilling’, ‘other recovery’recycling Solution WM: 2 nd /new WF model classification check & update ‚use‘ of fractions/shares as ‚recycling‘ (R) ‚intermediate‘ classification of OMR (other material recovery) most relevant for: o plastics used as reducing agent (MR OMR) o metals used as reducing agents, slag not as product (OMR) o glass / mineral fraction not as defined products (OMR) example picture def. & rates

WF-RepTool ‘New features’ Renate Gabriel Example new R&R definitions 18 WFD 2008: 'recycling' means any recovery operation by which waste materials are reprocessed into products, materials or substances whether for the original or other purposes. It includes the reprocessing of organic material but does not include energy recovery and the reprocessing into materials that are to be used as fuels or for backfilling operations; Commission Decision (2001/753/EU): ‘backfilling’ means a recovery operation where suitable waste is used for reclamation purposes in excavated areas or for engineering purposes in landscaping and where the waste is a substitute for non-waste materials’; Guidance document on the WFD 2008: ‘Other recovery’ is any operation meeting the definition for ‘recovery’... but failing to comply with the specific requirements for preparation for re-use or for recycling, WEEE Forum Discussion paper ‘Calculation of recycling/recovery results in the framework of Directive 2012/19/2012 on WEEE’ (Sep. 2012) picture def. & rates
