Monitor, review and evaluate the allocation & adequacy of state MH services. DD Councils receive funds directly from US DHHS for operations vs. no requirements or funds for state planning activities for state SA authorities. AMH, CMH & DADA fund MHPC operations with $59,000.

4. BHHF & the WV MHPC MH Planning Councils mandated (but not funded) beginning in 1986. States must engage in MH planning in order to receive MH BG funds. Key stakeholders must be included (consumers, families, parents, agencies). A yearly MH BG application/plan must be submitted by the State. Formula grant awarded to states to promote community- based Systems Of Care. WV receives @ $2.6 million a year in MH BG funds. Stakeholders must have input into the plan development.
