4 Developing the Standards Background  WV Department of Education, Office of Child Nutrition – School Nutrition Programs (NSLP, SBP, FFVP) – Summer Food Service Program – Child and Adult Care Food Program  West Virginia Board of Education Policy 4321.1, Standards for School Nutrition (7/1/2008) – Created a nutritional quality gap between programs

5 Developing the Standards Partnerships, Part I  Delaware Department of Education – First state to implement standards for nutrition and physical activity in child care settings Delaware CACFP/Delacare Child Nutrition and Physical Activity Rules Based on the American Academy of Pediatrics child nutrition best practices and the Dietary Guidelines for Americans Applied to both Child Care Centers AND Day Care Homes Implemented through CACFP and their Office of Child Care Licensing (OCCL)

6 Developing the Standards “Leap of Taste”  West Virginia Department of Education – Developed the “Leap of Taste” Child Care Nutrition Standards Modeled after Delaware’s initial “Delacare” Nutrition Rules – Applied for, but did not receive initial funding, to help develop and implement Leap of Taste – Moved forward with the standards without funding – Unlike the Standards for School Nutrition, did not need legislative or board approval, a public comment period, etc.

7 Developing the Standards Partnerships, Part II  WV Department of Health and Human Resources (DHHR), Bureau of Public Health – American Recovery & Reinvestment Act of 2009 (ARRA) Statewide policy addressing both nutrition AND physical activity  DHHR Division of Early Care and Education – Nutrition*, physical activity & screen time licensing requirements – QRIS Advisory Council Sub-Committees  WVU Health Research Center – Pre- and post- data & surveys
