3 What It Is English Literacy and Civics Education (EL/Civics or EL/C) Civics education is defined by the Federal Register (1999) as “an educational program that emphasizes contextualized instruction on the rights and responsibilities of citizenship, naturalization procedures, civic participation, and U.S. history and government to help students acquire the skills and knowledge to become active and informed parents, workers, and community members.”

4 FY 15 Grant Describe how the program will integrate the delivery of English Literacy and Civics Education to include curriculum, activities, and instructional strategies used to teach: Rights and Responsibilities of citizenship, U.S. Government and History; Naturalization Process/Citizenship Preparation; and Civics Participation.

5 Funding Separate funding stream – 100% federal dollars Separate budget must be maintained in CCIP Used to supplement, not supplant, ESOL program All FY15 EL/C budgets were calculated by ABLE office at $124 x # of projected ESOL students
