Crash Summary Over 42 month period: 66 total crashes 1 fatality 19 crashes with injuries (23 injuries) 6 pedestrian/bicycle/motorcycle crashes 53 daytime crashes, 13 nighttime crashes 59 crashes with dry conditions, 7 crashes with wet conditions

42-Month Crash Analysis

Vehicle Gap Size Analysis Minimum gap required for safe pedestrian crossing at 20th Street (5 lanes/60 feet) – 27 seconds Total Gaps >= 15 SecondsTotal Gaps >= 27 Seconds Time PeriodNorthboundSouthboundCombined (2-way) 10:00 ‐ 11:00 AM41260 11:00 ‐ 12:00 AM43200 12:00 ‐ 1:00 PM31190 1:00 ‐ 2:00 PM18140 2:00 ‐ 3:00 PM16220 3:00 ‐ 4:00 PM19470 4:00 ‐ 5:00 PM18450 5:00 ‐ 6:00 PM23530 “…pedestrians would have enough gaps to cross one direction at a time, but not both the directions in one stretch.”
16
Qualitative Assessment With 14 marked crosswalks within the 3.05 mile project length, the spacing between them averages 1,240 ft Sidewalks are not continuous throughout the project limits Horizontal curve between 5 th Av and 6 th Av limits sight distance Ponding occurs on crosswalks after rains No paved shoulders from 27 th Av to 7 th Av; bicyclists and motorists must share lane or use sidewalk 85 th percentile speeds: 50 mph from city limit to 27 th Av and 48 mph from 27 th Av to 3 rd Av From observations in the field (and from gap study), it appears difficult for pedestrians to cross the 5-lane section None of the existing mid-block crosswalks showed sufficient pedestrian crossing volume to warrant a mid-block crosswalk
17
Beneficial Measures 1.Install continuous bicycle facilities along S. Atlantic Avenue a.4’ Paved Shoulders b.5’ Paved Shoulders 2.Install sidewalk along the east side of S. Atlantic Avenue between 27th Avenue and 7th Avenue 3.Install Rectangular Rapid Flashing Beacons (RRFBs) 4.Supply Pedestrian Flags 5.Install Median Refuge Islands 6.Install Advance Yield Markings with Signs 7.Install Additional Marked Crosswalks at Intersections 8.Install On-Street Parking 9.Reduce Vehicular Travel Speed

Comparison of Beneficial Measures MEASURE INCREASES PED SAFETY INCREASES BIKE SAFETY DECREASES VEHICULAR SPEED APPROXIMATE COST 1Consider installing continuous bicycle facilities along S Atlantic Av a) 4’ Paved Shoulders b) 5' Paved ShouldersNY NPNP $136K $400K 2Consider installing sidewalk along east side of S Atlantic Av between 27th Av and 7th Av YNN$150K 3Consider installing RRFBs (Rectangular Rapid Flashing Beacons) at Oyster Quay, 24th Av, 7th Av, 18th Av & 12th Av YPP $10K/intersection $50K total 4Consider supplying pedestrian flags. Can be used at all non‐signalized crosswalks. Good candidates are 26th Av, 20th Av, 15th Av, 8th Av YNN$3.00/flag 5Consider installing median refuge islands at mid‐block crosswalks south of Sea Woods Boulevard and south of Bahama Drive 1 YYY$4,000/island 6Consider installing advance yield markings with signs. Can be used a tall crosswalks without existing or proposed active treatments. Good candidates are 26th Av, 20th Av, 15th Av, 8th Av and 6th Av/7th Av mid‐block crossing YYN$1,500/intersection 7Consider installing on‐street parking along S Atlantic Av PPY$400K Y=Yes, N=No, P=Possilbly 1 Consideration should be given to having an Access Management Study completed to determine the necessity of providing full access along the corridor and left turns into and out of the side streets.
