Introduction O Objective – to share Zambia’s experience in integrating and implementing Sustainable Development in national development plans for inclusive economic development

Sustainable Development (SD) Strategy in Zambia O Adaptation and implementation from 1992 to 2002 O No specific policy to guide SD implementation but fragmented implementation O Legal framework, various legislation in support of SD developed such as, ZEMA law, O Initially coordinated by the then newly created ministry responsible for environmental matters then Ministry of Finance O Focused on environmental pillar while the Social and Economic lagged behind

Sustainable Development (SD) Strategy in Zambia O Haphazard sort of implementation due to silo national level planning O Conspicuously absent coordinated national planning O However project appraisals and implementation would ensure environmental issues are mainstreamed

Sustainable Development (SD) Strategy in Zambia Cont’d O 2002 to 2012 O Continued absence of documented national development planning policy and continuous fragmented legislation O But MoF, coordinates and ensures integration of SD principles in NDPs both long and medium term plans but with no specific plan or strategy on SD

Sustainable Development (SD) Strategy in Zambia Cont’d O (Jo’burg plan was agreed that Zambia will use NDPs) O Makes monitoring and evaluating very difficult O Continuous monitoring of SD aspects problematic O Further, limited capacities (human and financial) for ensuring implementation as indicated in the sector specific plans O Implementation is done by MPSAs

Sustainable Development (SD) Strategy in Zambia Cont’d O Achievements O Overall socio-economic development as now Zambia has been reclassified as a ‘low’ middle income nation from a HIPC O Legislation passed due to SD principles such as environmental law; O Creation of Ministry of Women, ZEMA O Community driven development initiatives aimed at Poverty reduction incorporates SD principles

Sustainable Development and Zambia’s Planning System O National development planning and budgeting system is a partial de-concentrated / decentralized system O NDCC, PDCC and DDCCs - consultative structures and no legislation to guide these structures O SAGs O Planning Depts in MPSAs and NPD at MoF O District Planning Offices – LA O Technocrats and Politicians

Sustainable Development and Zambia’s Planning System O Poor linkages and synergies within the various tiers of government that undertake planning O Timelines of events O Engagement of stakeholders O Varied document structures O Content of the Plans O Funding - NDPs versus the budget O Resource Allocation and National Budgeting Processes O No consolidated national legal and policy framework for development planning

Lessons Learnt and Way Forward O Need to have well coordinated institutional arrangement for SD results to have greater impact O Policy framework to be in place for SD that is clearly linked to the overall national development agenda O There is a need to develop mechanisms for integrating the 3 SD pillars in development plans and strategies

Recommendations O The SD framework should be developed in the Zambian development context O Institutional mechanism to be put in place as an immediate remedy
