SMALL BUSINESS ENTERPRISE (SBE) POLICY BACKGROUND Adopted in February of 2003, the Small Business Enterprise (SBE) policy established a 25% SBE participation goal on all District contracts. Sixty-percent (60%), or $944 million, awarded to SBE firms in construction since July 2003. Low bidder must submit documentation of SBE subconstractors, Form 00655, to ensure compliance with policy. Contractors must submit list of subcontractor (SBEs) payment to LAUSD with monthly invoice.

SBE CERTIFICATION GUIDELINES LAUSD will accept other public agency small business enterprise (SBE) or Disadvantaged Business Enterprise (DBE) certification. LAUSD provides SBE certification to eligible firms, if business is not certified by another certifying agency. SBE certification application is streamlined. Processing takes approximately one week.
