Status Update In April RTF asked for an abstract of a research plan to calibrate GS 4.0 Calibrate to measured data for baseline & savings Suitable of impact evaluation Aim for eventual demonstration of GS 4.0 as standard protocol Task to Grocery Refrigeration subcommittee with addition of evaluation experts Subcommittee met twice in interim Well attended, open and frank discussion (notes on web) Concept for data collection & calibration identified Research Plan not ready yet 2

First Meeting Settled on key elements of data collection 15 minute interval data Refrigeration end use and whole building Pre-Post approach Gas too for measures with significant HVAC interaction Calibrate baselines & savings estimates Pre & Post Bundled measure approach on savings Sampling discussion 3

Second Meeting Reviewed research abstract from PECI Discussed further development of research, additional sub- metering, ambient temperature issues, calibration approach, sampling approach, sample sizes Identified issues due to dual purposes of research Impact Evaluation (Program Utilities @ BPA, Avista & Puget) Calibration of GS 4.0 as RTF Standard Protocol (PECI & Utilities) Sketched out approaches for responsibilities Utilities, PECI, third party & RTF. Avoid conflicts of interest. Arrange funding. PECI & Program Utilities to collaborate on next iteration of research design and approach 4

Next Steps Utilities and PECI to draft more fully formed research plan with input from RTF staff Address both research design & implementation Use template in Appendix C from Guidelines? Present plan to subcommittee for review Subcommittee to review research plan and make recommendations on Sufficient to qualify GS 4.0 as Provisional Protocol? Will the research likely provide sufficient information to develop & test the simplest reliable estimation procedure? Peer review of program impact evaluation plan if asked 5
