Imperative Principles of the Standards Process l Developing standards is a quasi-legal process l Standards can become legal requirements l It is possible to break the law inadvertently l If you follow the rules, you will be covered by the IEEE umbrella of indemnification

Openness l Everyone has access to the process l Make information and actions publicly available for examination l Include all materially interested and affected parties l Avoid antitrust situations/appearance of collusion l Opportunity to participate does not necessarily mean membership or a vote

Consensus l Agreement among the majority l Not unanimity l Defined in the IEEE Sponsor balloting rules as 75% of 75%

Consensus cont’d The Challenge l Approve and publish expeditiously l Obligation to majority versus l Obligation to the minority l Attempt to resolve comments

Balance l Representation from all materially interested and affected parties l Lack of dominance by any one category l Common categories: Producer, user, and general interest l Ideal to maintain balance throughout development l Encourage participation l Mandatory for balloting

Right of Appeal l The right to take steps to have a case heard l Follow policies and procedures l Bases of appeal can be: l Technical (within sponsor) l Procedural
