5 16 EN.EFF Leonardo da Vinci DG Education and Culture What is most affordable which implies the following before implementing any measures to save energy Economies in space heating and cooling through better insulation High efficiency boilers and air-conditioning units for heating/cooling and water heating Smart metering of electrical energy use Energy efficiency lighting and appliances Installation of renewable energy solutions.

6 16 EN.EFF Leonardo da Vinci DG Education and Culture Legal framework in Bulgaria Energy Efficiency Act, enforced since March 5 th 2004, new law, effective 14.11.2008 National Energy Efficiency Strategy, adopted by Council of Ministers – 11.05.2002 Ministry of Regional Development and Public Works - National Building and Housing Strategy, containing a separate Program for renovation of multi-family large panel residential buildings in the country

8 16 EN.EFF Leonardo da Vinci DG Education and Culture Main actors Governmental bodies in charge for the EE policy and actions implementation Council of Ministers: adopts national energy efficiency action plans, annual reports for their implementation Minister of Economy and Energy: develops and proposes above, interacts with the other state authorities and with not-for-profit legal entities in regard to the implementation of the state policy for promotion of energy efficiency Energy Efficiency Agency: implementation of the state policy for promotion energy end-use efficiency and provision of energy services

Yearly tax exemptions for entirely insulated buildings for a period of 10 years are foreseen Bank loans, subsidies – to 20 % of realised renovation works

11 16 EN.EFF Leonardo da Vinci DG Education and Culture Panel buildings/prefabricated construction Some figures Over 32 % from are panel buildings in towns There are over 18 900 blocks of flats with over 700 000 appartments Outer walls are steel-concrete with low heat insulations 1 779 086 inhabitants Due to the great number of owners/householders – maintenance is difficult to be carry out
