National Environmental Research Institute, University of Aarhus, Denmark GIS Guidance – WISE TG 5-6 Nov 2007 Vienna Purpose of updating guidance document The updated guidance document is based on the assumption that the GIS component of WISE will be a building block of the future European Spatial Data Infrastructure. The key services of WISE will be the visualisation of geographic and geo-referenced data, the integration of data from different sources and at various levels (European and national levels), the compliance assessment of data related to the implementation of the water Directives, and policy assessment through the creation and analysis of scenarios. The purpose of updating the guidance document is to support the development of WISE by providing technical specifications, IT tools and digital resources to be used by data providers and WISE developers. The existing guidance from 2003 forms the starting point for the work.

National Environmental Research Institute, University of Aarhus, Denmark GIS Guidance – WISE TG 5-6 Nov 2007 Vienna 4.1 What is WISE compatible 4.1.1 WISE applying standards –OGC -> ISO -> INSPIRE 4.1.2 WISE compatibility –Principles 4.1.3 WISE interoperability –Built on distributed nodes –Scale dependent node level
11
National Environmental Research Institute, University of Aarhus, Denmark GIS Guidance – WISE TG 5-6 Nov 2007 Vienna Principles from WISE IP (4.1 cont’d) Key principle: "Report once use many[1] – harmonise reporting tools"[1] WISE will integrate State-of-the-Environment (SoE) and compliance (and where appropriate other) reporting data flows. Free use of MS data for visualisation and analytical purposes. WISE is built as distributed data nodes Users can build own services to connect their data to WISE or access WISE data [1] Data should be collected once, maintained at most appropriate level and shared between all levels. [1]
12
National Environmental Research Institute, University of Aarhus, Denmark GIS Guidance – WISE TG 5-6 Nov 2007 Vienna Principles inherited from INSPIRE (4.1 cont’d) Shared information system Data should be stored at different nodes and information should be shared between all participating nodes. Interoperable system For the sake of information sharing and exchange all participating nodes have to be interoperable data should be exchangeable and services should be able to access and process data from different nodes. Follow subsidiarity principle Data should be maintained at the most appropriate level and shared between all other levels. Transparent (open) It should be possible to discover easily data and services. User should be able to determine data’s fitness for use and the conditions of usage should be clearly described
13
National Environmental Research Institute, University of Aarhus, Denmark GIS Guidance – WISE TG 5-6 Nov 2007 Vienna Additional principles ? (4.1 cont’d) Free use of MS data for visualisation and analytical purposes. Vertical integration, from local operational to pan- European scale, by specifying spatial objects which can serve as references to more detailed information at national / local level. Reporting based on public schemas and multi- approach tools. Collaborative process of CIS for gradually refining specifications Keep It Simple

National Environmental Research Institute, University of Aarhus, Denmark GIS Guidance – WISE TG 5-6 Nov 2007 Vienna Data specifications Which set of elements make a full specification document ? –Reportnet structure sufficient? –UML conceptual model (existing) –data dictionary (existing) –(New) Structured table /schema for Data capturing, validation rules, reference systems.. Versioning ? Data capturing (selection of objects) Rules for generalisation of geometry ? Use of points only to represent small objects ? Lighter semantics ? Will it always only be simple geometry types – not coverages !
