Our objective consists in decreasing the congestion that occurs everyday especially during the peak hours and nearby the ZTL zone.
3
Everyday many workers have to reach the centre of the city without using their car because of ztl restrictions. The ztl area is about 2,8 km and it corresponds to the centre of Turin. Ztl areas have been made with the intent of protect the environment an reducing pollution particles that affect the atmosphere and are caused by cars.
4
The target group of this project is composed of people who pass with the car in the nearby areas of the ZTL because it's not possible to enter on this zone; during the morning, we interviewed 60 people that were in the rear on C.so Moncalieri: 17 supported our initiative and 29 abstained themselves beacuse they were undecided. 26% of participants sure at first glance is a fairly good estimate in our view for a project whose proceeds would go to enrich the state coffers.
5
Our solution to the problem of the congestion is the introduction of a tax on the mobility that allows those who adhere to transit in ZTL. In this way some of the traffic concentrated in areas adjacent to the ZTL would be diluted through the passage through the central streets. So in addition to reducing pollution, according to the purpose of the ZTL, you can solve the problem of congestion in the areas surrounding it, in fact the transit of cars instead of staying in the queue allows you to reduce the emission of pollutants in the air for an estimated share of about 5-8% (not considering the allocation for the Start & Stop system).

Mobile stamp's caracteristics Cost of ticket: Daily: 5 euro Pack of 20 entries: 80 euro (20% discount) Pack of 100 entries: 350 euro (30% discount) Allowance to transit for petrol running vehicles conforme to the euro 2 or over regulations and diesel euro 3 or superior. Unauthorized transit for articulated lorries and agricultural vehicles 50% relief off the cost of the ticket for LPG and methane running vehicles. Exemptions for electrical vehicles, motorcycles, taxi and civil service vehicles
7
Every day about 70,000 people reach the city center. If even a tenth of them decided to join the initiative stamp 35000 EUR daily mobility would come into the fund of the town of Turin. The earnings derived from the stamp would be used to finance: Increased frequency of passage Improved efficiency of the means and the associated environmental impact Increased security on the means Decrease in the cost of tickets and subscriptions

The London congestion charge is a fee charged on most motor vehicles operating within the Congestion Charge Zone (CCZ) in central London between 07:00 and 18:00 Monday to Friday. TfL's report in June 2007 found that the number of chargeable vehicles entering the zone had reduced by 30% (primarily cars and minicabs, although vans and lorries had decreased by 13%), while there were overall increases in the numbers of taxis, buses, and especially bicycles. In 2007, the Fifth Annual Monitoring Report by TfL stated that between 2003 and 2006, NO X emissions fell by 17%, PM10 by 24% and CO 2 by 3%, with some being attributed to the effects of reduced levels of traffic flowing better, with the majority being as a result of improved vehicle technology. In total, the rate of fall in CO 2 has been almost 20% as of 2007. “...the message we want to give uniquely is: we will not stop you from using the car when you need it; on the contrary, we help you to use it ONLY when you really need it.” Example from Europe
