3 SESAR investments The SESAR concept calls for an integration of the aircraft and ground systems, in a network-centric model. The estimated investment for the implementation of the 2020 ATM System covering all stakeholder groups was estimated to amount to approx. €30Bn

6 Network effect ●ATM is really a network: –Geographical: closure of a given facility has a rippling effect all over Europe –Planning: One flight delayed has an impact on the entire flight planning of the airspace user –Operational: in the SESAR environment, the level of service will depend on the level of equipment of all facilities (ground and airborne) ●The overall performance of the network depends on the performance of individual actors –One should especially take into account investments made at the network level for the benefit of European citizens at large (e.g. security, equipment at small or regional airports, etc..) –One should also consider investments to be made by a certain category of stakeholders for the benefit of a wider group

7 Validation and certification issues ●In a complex environment like ATM, validation activities are necessary to: –Establish operational acceptability –Establish the operational benefits/drawbacks –Establish the safety and security cases ●It is likely that a certain level of certification will be needed for new generations of air-ground systems ●Some validation activities need to be performed at network level ●Some validation activities are not directly linked to the performance of a service

8 Conclusion ●We have started to work with stakeholders on the funding environment for SESAR, in particular in terms of investment timing ●One would wish to consider which is the most appropriate funding mechanism for activities which are not related to direct service provision and for which an individual business case cannot be easily derived: –Network investments –Investments by specific categories of stakeholders –Validation and certification activities ●The availability of some funding at a network level would greatly accelerate the implementation of new technologies (e.g. implementation of ADS-B in Australia)
