1 Home Based Care Re-tender SCA Update – February 2014

2 Current Position The existing HBC framework was awarded in April 2012 as a 2 + 2 contract The proposal is to extend the framework for 6 months to enable SCC and the CCG’s to undertake a joint tendering exercise and implement a new contract for October 2014 We have considered influences on the market: Recruitment and retention New policies and legislation Recommendations from reports (UKHCA/Unison) Local issues affecting demand & supply in Surrey Feedback from providers Feedback from service users Feedback from quality monitoring visits

3 What do we want from the new contract? Responsive service Improved capacity in difficult areas A quick response and ability to pick up care, especially for hospital discharge Improve the quality of care delivered Need to improve transparency of number of missed & late calls Build ‘Partnership’ relationships with providers Moving away from a Framework and implement advanced payment on an agreed, variable volume Payment to reflect complete delivery of quality services to contract Ability to deliver personalised services enabling people within their communities

5 Two Contract Opportunities Based on a cost & volume contract Guaranteed Income of 40% volume commissioned Promote Partnership Working between provider’s, SCC & CCG’s Performance incentivations Strategic Partnership Contract (SPC) A list of qualified provider’s SCC & the CCG’s can call upon when needed Allows us to work with new provider’s entering the market Aims to provide a back-up for capacity Any Qualified Provider (AQP )

6 Proposed Timelines for Strategic Partnership Contract Provider Events Bids to be returned to SCC Announced Bidders through To interview stage Successful Bidders Announced Go Live Contract Award Re-Tender Documentation Published On In-Tend SCC & CCG Evaluates bids Interviews take place Feb & March 31 st March 14 6 th May 14 Btw 7 th – 23rd May 2 nd June Btw 16 th – 27 th June 1 st July 23 rd July 1 st October
