14. Evaluation Sunderland puts a high value on care provided by friends, neighbours and above all, by family members. The economic value of unpaid care is estimated to be five times the council budget for Adult Services Including carer issues in strategic documents ensures that all agencies can tackle the challenges facing the city to bring about long term improvements and change lives for the better. Support for carers is vital
