All rights Reserved. 5 Average EUC 1 AQ If Shipper’s average AQ for EUC 1 in LDZ is less than x% of average AQ for EUC 1 in LDZ -May ensure SME/I&C Shippers not targeted? -May identify systematic manipulation -Tariff structures tend to target certain size customers – so Shipper may have below average AQ as tariffs are competitive to low volume consumers -Is it manipulation or accurate AQs or energy efficiency? -Are Shippers with 50% of the market the average?
