1 Joint Area Review (JAR) JIM ATKINSON COMMISSIONING TEAM CHILDREN & YOUNG PEOPLE’S DIRECTORATE GLOUCESTERSHIRE COUNTY COUNCIL

2 WHAT IS THE JAR?  JAR is an inspection of services for CYP  Whole of CYPSP – not just GCC  Judges the outcomes for CYP and extent to which local services work  JAR is an extension of the Annual Performance Assessment (APA)  Linked Enhanced Youth Service inspection and Youth Offending Service inspection  Integral to CPA inspections of Gloucestershire County Council – on site together in October 2007

3 THE PROCESS  APA will be based on review of CYPP, across all agencies –submitted by 14 th June  Analysis stage, on-site, to look at APA, documentation and case files  Two week on site fieldwork, including interviews with officers, members, CYP and their carers  No neighbourhood study – but inspectors “right to roam”

4 FOCUS (all JARS)  Safeguarding  Children Looked After  CYP with Learning Difficulties and/or Disabilities (LDD)

5 FOCUS FOR GLOUCESTERSHIRE JAR (from 2006 APA)  Inter-agency work with Children with Disabilities  Children and young people with mental health problems  Children and young people misusing substances  Young people who offend, particularly first time offenders and those in foster care

6 JAR GRADES –Safeguarding –Children Looked After –CYP with Learning Difficulties and/or disabilities (LDD) –Leadership and Management (with an emphasis on partnership working) –Capacity to improve

7 TIMELINE  January – June:Review to CYPP (APA) – developing 2007/08 CYPP Business Plan  17 th May:JAR Briefing meeting  23 rd July:Set up meeting  September:Feedback visit on APA  W/c 10 th September:On-site YOS inspection  W/c 24 th September:On-site analysis stage  W/c 15 th October for 2 weeks On-site Fieldwork

9 CASETRACKING Purpose  To assess the effectiveness of inter-agency working on achieving better outcomes for children and families with serious and complex needs  Inspectors will use the case tracking approach to identify how far support has contributed to improving outcomes for CYP

10 CASETRACKING Components  Case file reading (analysis stage)  Questionnaires completed by lead professionals and associate professionals from different agencies  Interviewing lead professionals and key staff from other agencies  Meet and talk to CYP and their parents/carers

11 CASETRACKING Process Local authority to provide list of 100 cases  35 LAC  35 LDD – should be known to education service  30 CP Will look at involvement from health, VCS and independent sector. Lead inspector will choose 10 cases from the 100 to be tracked:  4 LAC  4 LDD  2 CP
